Job Duties

The Environmental Health & Safety/Radiation Safety Officer functions as the primary manager and resource for environmental and occupational safety compliance for the University of Wisconsin-La Crosse (UWL) campus. In addition to providing training on safety programs to all UWL staff and conducting regular safety inspections for the entire campus, this position manages all aspects of safety and regulatory compliance for radioactive materials stored on campus.

This position works independently, ensuring compliance with UWSA, DHS, NRC, and UWL policy, local, state and federal regulations, and addressing the safety needs of the campus community. This position reports to the Director of Facilities Management.

Key Job Responsibilities
Environmental Health and Occupational Safety
  • Provides occupational safety, industrial hygiene and environmental health compliance services. General areas of involvement include physical safety, chemical safety, biological safety, hazardous waste management, environmental protection and related issues.
  • Aids campus administration in the development, training and implementation of a wide range of EPA/DNR-mandated environmental and OSHA/COM safety programs. These programs include, but are not limited to, infection control/BBP, chemical hygiene, laboratory safety, control of hazardous energy, lockout/tagout, confined space entry, electrical safety, fall prevention, forklift safety, cranes/hoist safety, machine guarding, PPE, welding, cutting and brazing safety, respiratory protection, hearing conservation, excavation/trenching permit system, emergency equipment safety, personnel lifts, medical monitoring/surveillance, hazardous waste management and disposal, WPEDS, EPCRA, SPCC, Clean Air Act/Title V permitting, DOT regulations.
  • Conducts regular safety inspections of all areas on campus, addresses safety concerns from staff and students, conducts indoor air quality investigations, accident investigations, laboratory space surveys, evaluates and recommends PPE, conducts general fire safety and life safety evaluations, manages employee safety training program, and conducts construction site safety inspections.
  • Maintains all records and produces all reports necessary to keep UWL in compliance with all federal and state safety and environmental regulations.
  • Serves as Campus Safety Officer for Workers’ Compensation, collaborates with Human Resources to investigate and complete required documentation, works to reduce risk by assessing the setting, following up on repair/maintenance, providing training and education as needed, facilitates the Campus Safety Committee, participates in UW system level Risk and Safety teleconferences, and collaborates with campus partners on safety awareness campaigns.
Radiation Safety Officer (RSO)
  • Listed as Radiation Safety Officer on UWL’s Radioactive Materials License.
  • Manages compliance with regulatory agency‑issued Radioactive Materials License and X‑ray Equipment Registrations from NRC and DHS.
  • Communicates with regulator on license and registration conditions.
  • Aids Authorized Users with deployment of ALARA best practices.
  • Characterizes radioactive waste and manages waste storage, records, and disposal.
  • Determines operational program structure necessary to implement the comprehensive radiation safety program.
  • Approves laboratory procedures and protocols that use radioactive materials.
  • Provides guidance to Authorized Users on the safe use, storage, and disposal of radioactive materials.
  • Maintains records to demonstrate compliance with permit conditions, including survey data, dosimetry data, periodic inspection and inventory, security plan, emergency procedures, and training records.
  • Collaborates on purchasing decisions with Authorized Users, including lab equipment and supplies.
  • Works with Authorized Users to enhance best practices to minimize radiation worker and student exposure to ionizing radiation.
