Job Description - General Engineering Tech I or II (2601715)

General Engineering Tech I or II – position providing engineering and technical support for roadway maintenance and transportation projects in Galveston County, including coastal highways and hurricane evacuation routes. The role supports safety and mobility of the traveling public and requires strong organizational and communication skills, the ability to manage multiple assignments, and a commitment to excellent customer service.

Responsibilities

• Perform and coordinate transportation engineering operations or maintenance support work such as construction and maintenance contract inspection; light and heavy equipment operation; roadway maintenance; traffic control; assisting the public during emergencies; and training other employees. May serve as a lead worker. Establishes own work plan and priorities to meet objectives. Issues are typically handled at the occurrence rather than by supervisory referral.
• General Engineering Tech II and I responsibilities include leading maintenance construction inspection activities for projects, coordinating with contractors, reviewing plan sets and specifications for accuracy, and ensuring compliance with state and federal regulations.
• Inspect complex maintenance and construction-related work to ensure compliance with safety, laws, regulations, contract specifications, and departmental procedures; monitor construction records for compliance with federal programs including EEO, on-the-job training, and business enterprise programs.
• Research plan sets and proposed construction plans, specifications, and estimates for accuracy and completeness; coordinate multiple projects within area of responsibility to meet deadlines; maintain safe working relationships and monitor contracts and procedures.
• Provide project leadership for maintenance construction inspection activities on medium to large projects or multiple district projects; assist with development and updates of traffic control plans and coordination with law enforcement and the Public Information Officer.
• Perform pavement evaluations and operate data collection equipment; oversee complex maintenance and spot improvement contracts or bundled bid contracts as assigned.

Minimum Qualifications

General Engineering Tech I

Education:

High School Diploma or Equivalent.

Experience:

4 years in transportation engineering support, roadway maintenance, construction inspection, or related work. Related college education or technical training may be substituted on a year-for-year basis.

Licenses and

Certifications:

Valid driver’s license at time of application; must be able to drive a state vehicle. CDL Class A with an N endorsement required within 120 calendar days from date of employment.

General Engineering Tech II

Includes all competencies listed for Tech I plus advanced responsibilities such as coordinating labor, materials, and equipment; leading, assigning, reviewing, and monitoring the work of others; and reporting on project progress for large or complex maintenance projects.

Valid driver’s license at time of application; CDL Class A with an N endorsement required within 120 calendar days from date of employment.

Additional Knowledge and

Skills:

Applicable inspection methods, materials used in highway and bridge construction, traffic control device standards, calculations for material and labor estimates, and coordination of multiple projects within a designated area.

Physical Requirements and Working Conditions

• Subject to outdoor and indoor environmental conditions; exposure to extreme temperatures, noise, hazards, and atmospheric conditions
• Challenging physical tasks including lifting up to 50 lbs, walking long distances, climbing and working at heights as needed
• Work may require reporting for duty within 60 minutes during emergencies and responding to weather events or hazmat calls
