Description
The City Clerk is a highly responsible official and member of the City’s management team, responsible for performing mandated and statutory requirements as defined by state laws and the City Charter. The incumbent performs technical, legal, and administrative duties, establishing, authenticating, and maintaining all official City records and directing the operations of all statutory and assigned functions of the Office of City Clerk, working directly with the City Manager, Mayor, City Council, City Departments, and City Attorney.
Duties- Adhere to all City policies and procedures as outlined in the Employee Handbook, including:
- Attendance Policy
- All Safety Policies and Procedures
- Appropriate business casual attire for office personnel and proper uniform attire for designated departments (Police, Fire, Public Works)
- Develop and implement all public services provided by the Office of City Clerk.
- Develop procedures to ensure that a repository for official City records is maintained in accordance with all legal requirements.
- Train all departments in records management policies and procedures.
- Accountable for all legal and proper notifications of City Council, Boards and Commission meetings, departmental and special committee meetings, public notices, ordinances, and elections.
- Attend City Council meetings, coordinate, and schedule agenda preparation and presentation to Council.
- Provide information and assistance to City Council, employees, and the public concerning interpretation of City Charter, ordinances, and resolutions.
- Conduct all City elections, as required, in accordance with Texas Election Code and City Charter.
- Prepare and review documents to be disseminated to the Mayor and Council.
- Responsible for special projects such as serving on boards, contract negotiation, and drafting proposed legislation.
- Respond to inquiries from the public, officials, staff, and outside agencies.
- Prepare, review, and maintain City codes, ordinances, resolutions, contracts, leases, and other legal documents.
- Comply with the Public Information Act and coordinate public disclosure requests.
- Maintain all city historical files.
- Manage certain citywide service contracts in coordination with Finance.
- All other duties as assigned.
- Comprehensive knowledge of Municipal Codes, Resolutions, City Charter, and applicable State Laws.
- Strong understanding of the principles and practices of records management and budgeting.
- Strong understanding of the essential principles of the conduct of public meetings of elected and appointed bodies and parliamentary procedure.
- Good knowledge of city government operations and the political process.
- Graduation from an accredited college or university with a degree in Public Administration or related field.
- Three (3) to Five (5) years experience in municipal government as a City Clerk or Assistant City Clerk (strongly preferred). Alternately, any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
- Ability to obtain certification as a Notary Public within 6 months of employment.
- Possess a valid Texas Driver License.
- Certification as a Texas Registered Municipal Clerk or ability to obtain within 3–5 years of employment.
Office-based work involving extended periods of sitting, standing, walking, speaking, reading, and computer use; occasional lifting of files, plans, or boxes; occasional travel to meeting sites and field locations.
Environmental RequirementsStandard office environment with occasional exposure to outdoor weather conditions, uneven terrain, traffic, noise, and construction or event-related conditions during site visits.
Sensory RequirementsVisual perception, reading comprehension, hearing, oral and written communication ability, and sufficient manual dexterity to operate computers and related technology.
Emergency Operations Classification, Tier 1Employees with specific responsibilities who remain in the City on the job and/or at a designated location during an emergency.
