Emergency Systems GIS Analyst

Overview

Responsible for the development and oversight of mapping and geographic information systems (GIS) files for the Department of Emergency Services. Provides technical assistance to Department staff in developing mapping and or digital files that support our public safety mission, systems, and projects. The work requires a high degree of accuracy and involves the application of GIS, Next Generation 9-1-1 (NG911) Core Services (NGCS) and Master Street Address Guide (MSAG) Conversion Service (MCS) use principles to support our public safety mission, position functions as specialists in an assigned project or functional area within the department.

Overall goals are set, and the worker determines the specific tasks and assignments to be performed, independently handling new, unusual problems and deviations encountered in the work.

• Creates, validates, updates, integrates, and manages the Geographic Information Systems (GIS) data layers which support NG911, NGCS and Automatic Vehicle Location (AVL) data which requires location validation and routing and geospatial call routing.
• Responsible for the management of specialized GIS project development, including mapping, associated databases, technical specifications or drawings, and detail figures.
• Make recommendations on budget expenditures, policy documents including emergency response related policies.
• Develops, reviews, and evaluates mapping, residential development engineering drawings, figures, and reports. Provides recommendations and takes or recommends appropriate actions.
• Reviews projects to ensure quality control and provide guidance to resolve problems and keep assigned project on schedule. Ensures maintenance of project files and records and preparation of related reports including graphic materials, maps, and other illustrative materials, as necessary.
• Participates in training and coordination of work programs with inter-County agencies and outside interests. Participates in local and regional coordination meetings to share and update common data.
• Applies various specialized analysis including environmental, land use, area, and structure, economic and/or demographic, and statistical analysis as appropriate to projects to discern relevant issues and facts and formulate appropriate recommendations.
• Coordinates studies and projects with other division functions and departments as necessary; makes referrals and follows through on actions with agencies, as necessary.
• Assists in formulating and implementing capital projects related to the development and maintenance of GIS data layers, various mapping projects, data enhancement, and Computer Aided Dispatch (CAD) mapping.
• Responds to inquiries from the public, government officials, fire/EMS officials, vendors, attorneys, and others in requesting County geographic information data, mapping, figures, or engineering details.
• Provides critical information planning support to the Emergency Operations Center (EOC) when it is activated.
• Updates, maintains, coordinates and quality checks the master street address guide (MSAG). The accuracy of the MSAG is critical for the successful operation of our E911 system.
• Reviews and manages external and internal GIS data. Maintains an extensive knowledge of GIS data integration within the CAD system, public safety services and related business needs. Builds expertise and technical knowledge among co-workers as well as internal and external customers.
• Establishes operational procedures, standards and maintain quality assurance and control standards on GIS related function, especially as related to plotting of NG9-1-1 calls and Automatic Vehicle Location data.
• Performs related work as required.
• Manages contracts, grants, writing proposals for awards, scope of work and implementation.

bachelor’s Degree in science, technology, engineering, geography, or related field. A combination of education and experience within the GIS profession, preferably with an emphasis on public safety, may be substituted. Three years of information technology/GIS experience required.

Must possess a valid driver’s license.
National Emergency Number Association - Emergency Number Professional certification.

Must successfully pass a background investigation.
Must attend educational sessions as required.
Must work beyond the normal scheduled hours of work and in a stressful environment.
Must work nights, holidays, and weekends if necessary.
Must be available on an on-call basis.
Must work irregular duty assignments.
Must wear a uniform and safety equipment at times.
Must be able to travel, if required.
