The main purpose of this position is to solicit, evaluate, negotiate, award and administer supply and service contracts for a district shop according to state procurement laws and regulations. This position will function at the experienced level of work in procurement.

This position is to handle all small procurement (less than $50,000) for the needs of the Maryland Department of Transportation State Highway Administration District 5 Maintenance La Plata Shop, including soliciting, evaluating, negotiating, awarding and administering supply and service contracts according to COMAR Title 21 - Subtitle 05 Chapter 07 - Small Procurement Regulations. MDOT SHA procurement regulations require adequate separation of duties be established between the purchasing and receiving functions.

This position will function at the experienced level of work in procurement of equipment, services, construction supplies, information technology and other needs, which must be obtained through the competitive or negotiated procurement process.

Education: Possession of a bachelor's degree from an accredited college or university.

Experience: One (1) year of experience in contract management or procurement involving duties such as soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Required to be legally authorized to work in the United States under the Immigration Reform and Control Act of 1986.

Notes:

• Candidate may substitute professional contract management or procurement experience on a year-for-year basis for the required education.
• Candidate may substitute certification as a Certified Purchasing Manager from the Institute for Supply Management/National Association of Purchasing Management;
  Certified Professional Contracts Manager from the National Contract Management Association;
  Certified Public Procurement Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Procurement Officials) for the required education.
• Candidate may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.
• Candidate may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education.

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.

• Must be available for 24-hour emergency call-up with a response of less than one hour.
• Must provide the agency with a telephone number where they can be reached.
