This position will be located in LaPorte, Indiana.
Job Summary:
The OQ Skill Evaluator ensures compliance with DOT CFR 49 part 192 subpart N (the OQ rule) as it relates to qualified personnel conducting tasks on company facilities. The position maintains and supports Operator Qualification (OQ) functions to ensure operational excellence and pipeline safety through skill assessments as well as supports QA/QC field audits as necessary.
Key Results:
- Compliance with NIPSCO Operator Qualification plan as it pertains to qualified individuals conducting tasks
- Continue to ensure a knowledgeable and safety oriented workforce
- Effective communications with field employees and management in regards to OQ tasks and responsibilities
- Enhance relationships with internal and external stakeholders as it relates to qualification of pipeline personnel
- Effective collaboration with internal and external groups.
- Clear and effective communication channels with key internal stakeholders and contractors.
- Administer skill assessments to evaluate knowledge and competence of company and contractor personnel relating to work being conducted
- Conduct skill assessments in accordance with guidelines spelled out in NIPSCO OQ plan
- Travel to various locations within the state to conduct evaluations as needed
- Ensure an un-biased evaluation of both company and contractor personnel for all skill evaluations conducted
- Maintain accurate records of daily assessments, both pass and fail; and ensure results successfully transmitted each day
- Ensure skill evaluation stations are set up properly and conducted in accordance with states OQ plan
- Effective communication with other skill evaluators when working as a team to conduct assessments
- Proctor computer based training(CBT) exams as deemed necessary
- Assist as needed in scheduling of evaluations
- Maintain qualifications as an evaluator as it pertains to any/all assessments conducted
- Provide recommendations to leadership in regards to additional training that may be needed based on skill evaluations and/or field observations
- Assist local management in developing OQ process improvement plans
- Make recommendation to leadership on OQ task suspension for both internal employees and contractors based on field observations.
Required for selection:
- Strong knowledge in OQ tasks requiring skill evaluations
- Proficient in use of Microsoft products
- Knowledgeable in operations computer support systems
- Effective written and oral communications skills
- Strong planning and organizational skills
- Interpersonal skills, enjoy working in a team type environment
- Minimum three years field operations experience in natural gas industry
- Knowledgeable in field operations and state specific Policies and Procedures, as well as state and federal regulations(49
CFR Part 192) - Prior training experience
- Previous experience as it relates to Operator Qualification in accordance with Pipeline Safety Regulations Title 49 part 192 subpart N
- Bachelor degree in business or technical discipline
