Position: WIOA OOSY and Adult Services Specialist Floater - Region 1 - FT
Job Objective:

To ensure the effective and uninterrupted delivery of participant services across workforce development programs and initiatives. This position provides comprehensive case management, workforce readiness, employer engagement, and participant support services while maintaining continuity of operations during staffing gaps and changing program needs. The Specialist collaborates with internal teams, employers, educational institutions, and community partners to enhance service delivery, promote participant success, expand workforce opportunities, and achieve program performance goals in compliance with all applicable regulations and funding requirements.

Essential Job Functions:

Review participant records, determine eligibility, assess needs, and develop appropriate service strategies to support program goals and participant success.

Provide comprehensive case management, workforce readiness, employer engagement, and participant support services across assigned programs and initiatives.

Maintain continuity of services by providing coverage across program areas, service locations, employer sites, educational institutions, and partner agencies as needed.

Oversee and support workforce development programs, initiatives, special projects, and work based learning opportunities that enhance participant outcomes.

Build and maintain collaborative relationships with employers, educational institutions, community partners, and service providers to expand opportunities and coordinate wraparound services.

Conduct outreach, recruitment, and engagement activities to increase program awareness, enrollment, retention, and successful outcomes.

Deliver follow up services and ongoing support to participants in accordance with funding requirements, performance measures, and program standards.

Ensure accurate and timely documentation, case notes, data entry, reporting, and maintenance of participant records in designated systems.

Communicate effectively with participants, colleagues, employers, and community partners to coordinate services, resolve issues, and support program objectives.

Maintain knowledge of funding streams, eligibility requirements, performance metrics, and service delivery expectations across all assigned programs and contracts.

Ensure compliance with all applicable federal, state, local, organizational, and funding source regulations, policies, and procedures while safeguarding confidential information.

Attend and actively participate in required meetings, professional development activities, and training programs to maintain current knowledge and enhance service delivery.

Other duties as assigned by supervisor.

Required Education and

Skills:

Bachelor’s degree in human services, Social Work, Education, Workforce Development, Business, or a related field; or a combination of relevant education and a minimum of two (2) years of experience in case management, workforce development, human services, or a related field.

Strong verbal, written, interpersonal, and active listening skills, with the ability to effectively communicate, coach, and build relationships with diverse participants, employers, community partners, and colleagues.

Ability to assess needs, exercise sound judgment, provide guidance and support, and develop effective solutions to address participant barriers and promote successful outcomes.

Demonstrated ability to work independently with minimal supervision while managing multiple priorities, deadlines, and changing program demands.

Demonstrated ability to build and maintain positive relationships with participants, employers, community partners, and team members.

Strong organizational, time management, and documentation skills, with attention to detail and a commitment to accuracy, compliance, and confidentiality.

Proficiency in Microsoft Office Suite and other business, case management, and data tracking systems, including the ability to prepare reports, analyze information, and create professional communications and presentations.
