PRIMARY
PURPOSE:
Provide curriculum, assessment, and instructional leadership for Bilingual and English as a Second Language (ESL) programs to ensure equitable access, language development, and academic success for all Emergent Bilingual (EB) students K-12. The Instructional Specialist for BIL/ESL partners with administrators and teachers to design, deliver, and monitor effective instruction aligned to TEKS and ELPS, integrating language and content learning. Responsibilities include curriculum and assessment development, instructional coaching, compliance guidance, and professional learning to strengthen English and biliteracy proficiency and increase student achievement across all grade levels.
QUALIFICATIONS:
Education/Certification
* Bachelor's degree from accredited college or university
* Master's degree preferred
* Valid Texas teaching certificate with required Bilingual or ESL endorsement
* ESL Supplemental certification required;
Bilingual certification (Spanish) preferred
Experience
* Minimum of five years successful teaching experience with Emergent Bilingual students in BIL or ESL settings
* Experience providing professional learning or instructional coaching preferred
* Experience collaborating with diverse student populations and multilingual families preferred
* Leadership experience (department chair, team leader, instructional coach, etc.) preferred
Special Knowledge and Skills
* Strong understanding of second language acquisition, biliteracy development, and Sheltered Instruction (e.g., SIOP, ELPS implementation)
* Excellent oral and written communication skills in English and Spanish.
* Knowledge of TEKS, ELPS, and state/federal accountability for Emergent Bilingual students
* Skilled at using assessment data (TELPAS, STAAR, CBA, MAP) to drive instructional planning
* Ability to lead and collaborate with teachers and administrators to improve language and content outcomes
* Skilled facilitator of adult learning and professional development
MAJOR
RESPONSIBILITIES AND DUTIES:
Instructional Leadership & Teacher Coaching
* Support the implementation of effective instructional practices that integrate language and content objectives aligned to the ELPS and TEKS in Bilingual and ESL program classrooms.
* Collaborate with campus instructional leadership to plan lessons and units that include explicit listening, speaking, reading, and writing opportunities.
* Conduct regular classroom visits to model, co-teach, and provide coaching and feedback to teachers on sheltered instruction, vocabulary development, and language supports.
* Work with teachers to establish measurable goals for language proficiency growth and academic achievement.
* Facilitate instructional rounds and reflection sessions focused on best practices for multilingual learners.
Curriculum Development
* Lead curriculum writing and revision for BIL and ESL programs to ensure alignment with TEKS, ELPS, and district frameworks.
* Design and maintain instructional resources and language-rich supports for core content and newcomer programs.
* Collaborate with content specialists to embed ELPS-aligned scaffolds, vocabulary strategies, and discourse routines across subject areas.
* Support implementation of biliteracy programming through cross-linguistic connections, language allocation plans, and bridging strategies.
* Partner with Special Education, Dyslexia, and MTSS teams to ensure instruction for EB students is differentiated and inclusive.
Data and Assessment
* Collaborate with district and campus teams to design and analyze formative and summative assessments for language and academic growth.
* Monitor TELPAS, STAAR, and district assessment data to identify trends and support targeted interventions.
* Guide teachers in using data to set goals for language proficiency and academic progress.
* Support calibration and administration of TELPAS, LPAC processes, and documentation to ensure compliance.
* Develop and share progress-monitoring tools to track EB student success by proficiency level and grade.
Professional Learning
* Plan, deliver, and evaluate professional development on sheltered instruction, ELPS integration, language scaffolding, and biliteracy practices.
* Build teacher capacity through coaching cycles, modeling lessons, and facilitating reflective conversations.
* Collaborate with district instructional leaders to design cross-curricular professional learning aligned to multilingual learner needs.
* Provide resources and follow-up support to ensure classroom implementation of learned strategies.
Communication and Collaboration
* Serve as a liaison among campuses, district departments, and the community regarding BIL/ESL programs and student needs.
* Maintain open, professional communication with administrators, teachers, and families of EB students.
* Support family and community engagement events that promote bilingualism, biliteracy, and cultural pride.
