Regulatory Analyst 3 – Washington Utilities and Transportation Commission
Salary:
Step A $78,912 per year to Step M $106,104.
Provide expertise in utility filings related to energy planning and the clean energy transition. Advanced-level SME tasks include detailed analysis of complex issues affecting Washington state electricity and natural gas utilities, serving approximately 3 million customers with annual revenues over $4.5 billion.
Work ArrangementHybrid:
Must reside in Washington state; eligible for telework but required to report on‑site as needed.
Travel:
Occasional in‑state and out‑of‑state travel for investigations, meetings, hearings, and conferences.
- Research and analyze utility energy filings such as clean‑energy planning, energy storage, equity, transportation electrification, efficiency, distributed resources, and building electrification.
- Prepare recommendations for commission decisions through memoranda, briefings, presentations, and oral testimony.
- Lead and supervise teams of analysts to assess filings, prioritizing key issues and ensuring high‑quality deliverables.
- Initiate and lead specialized investigations, quantify impacts, identify root causes, and recommend resolution.
- Provide guidance to utilities, customers, stakeholders, and other affected groups.
- Lead rule‑making teams and draft administrative rules to implement new legislation or improve existing procedures.
- Represent UTC in agency processes, including fiscal notes, records requests, and internal and external meetings.
Education and experience required:
- Advanced degree in engineering, social sciences, economics, law, public utility regulation, public policy, or a closely related field.
- Extensive experience in regulatory, policy, financial, economic, legal, scientific, or public‑administration research and analysis.
- Proficiency in evaluating quantitative and qualitative data and developing evidence‑based recommendations.
- Advanced knowledge of laws, regulations, and processes in utility regulation.
- Strong written and verbal communication with diverse audiences.
- Leadership and collaboration skills, managing projects and teams.
- Experience in rule‑making, administrative rule drafting, or regulatory analysis at Washington state level.
- Persuasive writing tailored to decision‑makers.
- Experience drafting administrative rules or participating in regulatory rule‑making.
- Proficiency with data analytics tools (Power BI, Power Query, modeling tools such as Plexos, Aurora, etc.).
- Experience leading or coordinating teams, projects, or work groups.
- Analytical and critical thinking: evaluate evidence, identify gaps, and reach informed conclusions.
- Regulatory skills: apply economic theory, accounting principles, legal precedents, and administrative rules.
- Writing and communication: present information clearly, concisely, and in audience‑specific language.
- Inclusive and collaborative conduct: support equity, diversity, and inclusion in all interactions.
- Leadership, project management, mentorship, and peer review.
