About the PositionThe Environmental Engineer 3 represents the agency as a registered professional engineer who provides and approves final engineering designs and decisions. The role requires independent professional judgement in all aspects of engineering, design, permitting, and construction within Washington State Parks and Recreation Commission.
ResponsibilitiesEngineering support and design
:
- Prepare engineering reports, studies, permit submittals, construction drawings, technical specifications, and cost estimates for capital development projects.
- Projects include ADA and accessibility facilities, roads, parking, trails, potable water systems, sewage and stormwater systems, and park structures.
Consultant Project Management
:
- Select, recruit, and negotiate agreements with specialty consultants.
- Prepare and administer contract agreements; serve as project representative for consultants and internal staff.
- Coordinate with regulators and stakeholders to resolve permitting and development issues.
Contractor Project Management
:
- Provide construction management services for capital projects, ensuring compliance with contract documents.
- Support bidding, award evaluation, ADA implementation, construction management, dispute resolution, and change orders.
- Coordinate with park staff during ADA construction and develop progress reports.
Program Support
:
- Develop capital budget submittals, scopes of work, cost estimates, and operational impacts for proposed capital projects.
- Provide Capital Budget System (CBS) ready project information.
- Bachelor’s degree in sanitary, water resource, civil, geotechnical, environmental, chemical, transportation, or related engineering field; 2 years environmental engineering experience;
Washington state PE registration; valid driver’s license. - OR eight (8) years professional‑level environmental or civil engineering experience;
Washington state PE registration; valid driver’s license.
- Master’s degree in a related engineering field.
- Experience in design and project management for capital projects in parks or recreation.
- Experience with ADA/ABA accessibility design.
- Knowledge of state government and park rules and regulations.
- Capital Project Planning & Development – support from concept through budget submission.
- Financial & Cost Estimation Analysis – accurate project cost estimates and budget submittals.
- Technical Documentation & Systems Proficiency – manage detailed, system‑ready project data.
- Cross‑Functional Collaboration – work with project scoping, regional capital projects, operations, and facilities.
- Project Planning Tools & Process Support – apply planning tools and improve planning efficiency.
- Continuous Learning – develop knowledge and adapt learning independently.
- Customer Focus – ask questions and collaborate to meet others’ needs.
