* These duties include but are not limited to the following:
Supervisory and Leadership:
* Supervises, coaches, trains and motivates staff, coordinates and/or provides staff training. Manages the employment and hiring process and employee relations while managing the workflow. Promotes, transfers, directs, evaluates performance, and provides advice and counsel to staff, creates developmental work plans for staff and implements and/or recommends corrective actions, handling grievances, discipline, and recommendations to terminate when appropriate
* Assigns duties and responsibilities, prioritizes projects and measures the performance of assigned staff and takes appropriate corrective action when necessary. Monitors/evaluates workload and schedules for all projects to ensure adequate timing and staff coverage for projects and that projects are completed on time.
* Assists with the development of goals, priorities, and work program for the Transportation section. Seeks ways to enable the organization to be more productive and maximize available resources.
* Manages employees' schedules and approve monthly timesheets.
* Facilitates problem solving in the division and encourages a high degree of communication within the section and with other employees or sections affected or impacted by section work.
Transportation Systems Oversight
* Administers and coordinates the management of transportation systems planning, funding, design, construction, and maintenance. Directs the work of staff and consultants on the design of transportation capital projects, traffic signal design and time operations, roadway geometry, channelization and signing.
* Leads the development and management of grant applications, ensuring accurate and timely submission. Acts as the Engineering Department's subject matter expert on transportation grants, maintaining up-to-date knowledge of all available federal and state funding programs.
* Manages the Transportation Section Comprehensive Planning and development of the Transportation Improvement Program. Serves as Lacey's primary transportation planner.
* Support the Development Review Division of Public Works and Community and Economic Development by providing timely and technically sound review of private development applications, including Traffic Impact Analyses, and administration of the Traffic Mitigation Program, ensuring permit processing complies with applicable state laws, regulatory timelines, and adopted development standards.
* Monitors day-to-day operations; anticipates and troubleshoots problems where needed, ensures staff responds quickly and appropriately to citizen inquiries and request for services.
* Ensures the quality and timeliness of transportation design, traffic studies, and review of development proposals. Make efforts to modify workload to assist with emergent problems, assignments, and/or projects whenever feasible. Reviews plans to ensure compliance with state, federal, and local ordinances, standards, codes, and regulations concerning public safety and environmental concerns.
* Assists right-of-way acquisition with City Engineer, City Surveyor, and City Attorney. Adheres to Washington Department of Transportation (WDOT) Right of Way requirements.
* Analyzes current systems for deficiencies and makes recommendations for improvements in design and operation. Performs related engineering research. Collects and analyzes a variety of engineering data. Prepares statistical information, plans, specifications, and cost estimates pertaining to public works construction projects.
* Coordinates informational meetings/hearings as required or appropriate for proposed projects.
