The Department of Ecology is hiring a Clean Fuel Standard, Third Party Verifier Planner (Environmental Planner
4) within the Climate Pollution Reduction Program (CPRP).
- Headquarters Office in Lacey, WA
- You must live within a commutable distance from the duty station.
- Position is eligible for telework and flexible schedule options.
- Minimum of one day per week required in the office; expected full day every Tuesday.
- Schedule may change based on position needs.

- Certify verification bodies and individual third‑party verifiers for Washington’s Clean Fuel Standard.
- Train and provide technical assistance to prospective verifiers to obtain and maintain certification.
- Design and update training materials and programs in collaboration with Clean Fuel Standard staff.
- Track, organize, and monitor reports and contracts to ensure quality and compliance with guidelines.
- Maintain an accurate list of approved verifiers and ensure they meet certification requirements.
- Support reporting and verification efforts; design, improve, and maintain tracking databases and tools with Ecology and external experts.
- Develop and update forms and procedures; lead development and implementation of guidance documents and standards for verifiers.
- Serve as a subject‑matter expert on verifiers in other jurisdictions, including California.
- Support compliance activities, procedures, and potential enforcement actions.
- Program Development and Implementation: Design, organize, and implement complex environmental or regulatory programs.
- Regulatory Interpretation and Policy Development: Interpret regulations and translate them into clear guidance and rule language.
- Technical Review and Quality Assurance: Review reports and contracts to assess accuracy and recommend improvements.
- Research, Data Management, and Analytical Evaluation: Conduct research and analyze data to develop tracking systems and support decisions.
- Multi‑Party Coordination and Cross‑Agency
Collaboration:
Coordinate with agencies, regulated entities, and stakeholders. - Training and Capacity Building: Design and deliver training to ensure verifiers meet requirements.
- Compliance and Enforcement Support: Assess reporting issues and support enforcement activities.
- Confidential Information Management: Handle sensitive information using secure data management practices.
Major study in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, environmental law, public administration with an environmental emphasis, or a closely related field.
Examples of how to qualify- 9 years of experience.
- 8 years of experience AND 30‑59 semester or 45‑89 quarter credits.
- 7 years of experience AND 60‑89 semester or 90‑134 quarter credits (Associate’s degree).
- 6 years of experience AND 90‑119 semester or 135‑179 quarter credits.
- 5 years of experience AND a Bachelor’s degree.
- 3 years of experience AND a Master’s degree.
- 2 years of experience AND a Ph.D.
- Greenhouse Gas Reporting and Verification Knowledge: Apply knowledge of GHG reporting to support program decisions.
- Emissions Tracking Systems and Protocols: Understand and use emissions reporting systems and protocols.
- Clean Fuels and Low‑Carbon Policy Familiarity: Apply knowledge of clean fuels or low‑carbon fuel policies.
- Monitoring, Reporting, and Verification of Environmental or Climate Programs: Experience with monitoring, reporting, and verification frameworks.
