Energy​/Utilities Engineer

The Energy/Utilities Engineer 3 is an advanced technical position within the Washington Utilities and Transportation Commission's Energy Transformation Section, reporting to the Deputy Director. The role investigates and analyzes engineering, legal, and policy aspects of tariff revisions and filings by electric and natural gas utilities, serves as the agency's principal technical expert on telecommunications engineering, and monitors quality of service standards for utilities serving approximately 3 million Washington customers.

The incumbent provides technical analysis, testimony, and recommendations to commissioners and staff on emerging technologies, compliance with regulations, and industry best practices.

• Bachelor's degree in engineering or related field from an accredited institution
• Two years of progressively responsible engineering experience in telecommunications, utilities, energy, or regulatory oversight (at least one year in design, construction, or maintenance of radio or w
• Advanced knowledge of telecommunications engineering and technical developments including packet-switched telephony, telephone switch operations, and outside plant systems
• Knowledge of major national/international telecommunications design standards such as Bell Core, COCAG, NESC, and Internet Engineering Task Force
• Strong communication skills, customer focus, and ability to provide written and oral testimony in formal hearings
• Understanding of cybersecurity best practices for the telecommunications industry
