DSHS DVR Fiscal Analyst 3
DSHS's Division of Vocational Rehabilitation (DVR) is hiring for a Fiscal Analyst 3 to join the team in Lacey, WA.
In this role, you will work under minimal supervision to gather and analyze data, providing critical consultation and coordination of work activities and tasks. Reporting to the Finance and Budget Manager, you'll ensure compliance with federal grant and state purchasing regulations while monitoring contracted payments. You will collaborate closely with DVR staff, DSHS finance teams, and DVR vendors.

Some Of What You Will Do- Review, analyze, and approve complex purchasing transactions to ensure compliance with contractual, fiscal, audit, and grant requirements. This includes researching state, DSHS, and federal purchasing rules for client and administrative purchases.
- Prepare federal prior approval and aggregate requests as required by federal grants.
- Draft comprehensive narratives and provide recommendations to management.
- Review requests for quotes to ensure adherence to state and federal purchasing rules.
- Conduct reviews of contracted payments, ensuring they meet contractual and federal grant requirements.
- Issue and reconcile the instant cards through U.S. Bank for client and admin purchases.
- Monitor and review accounting transactions for accuracy, perform complex analyses, and assist with audits.
- Create and maintain tracking tools for monitoring payments and assist with fiscal year-end close duties.
- Provide fiscal input for developing training materials and Division Standard Operating Procedures.
- Train and develop staff on fiscal-related topics.
- Strong understanding of OFM, SAAM, and GAAP rules and regulations.
- Excellent proficiency in AFRS, Enterprise Reporting, and AFRS Toolbox.
- Advanced technical skills in Microsoft Excel, Word, and Outlook, with the ability to create complex spreadsheets, import data, and build pivot tables.
- Demonstrated ability to independently analyze data, present findings clearly, and maintain fiscal accountability by adhering to budget and finance regulations.
- Ability to analyze, interpret, and apply pertinent codes, laws, rules, and regulations, make quick and accurate mathematical calculations, and identify and correct errors in others' calculations.
- Effective communication skills, both in writing and verbally, with the ability to plan, organize, and prioritize work to meet deadlines.
- Reliability to maintain regular attendance and be a productive team member in a busy unit with deadlines and seasonal workload challenges.
Bachelor’s Degree*, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting AND two to three years of relevant professional experience**.
- Professional experience may substitute for education but not usually for the credit hours.
- A Master’s degree in a financial related field certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
