The Department of Social and Health Services (DSHS) and Management Services Division (MSD) are looking for their newest Finance Chief.
In this role, you will oversee all accounting related activities for two large and complex administrations within DSHS. You’ll make daily decisions that have a significant impact on how we allocate and use our state and federal funds. This job is a unique blend of leading a highly capable accounting team, as well as, leading the strategic direction for the integrity of the accounting and fiscal policy for the Home and Community Living Administration (HCLA) and the Developmental Disabilities Administration (DDA).
This is an amazing opportunity to support successful implementation of our strategic plans, address the financial aspects of key strategic goals, allowing the administration to better support older people and people with disabilities to remain independent and receive needed support in the setting of their choice. Your ability to provide expert advice and consultation to executive management around complex federal and state accounting procedures will assist in your success in this role.
This job requires two days in the office.
Some of What You’ll Do- Directly accountable for the fiscal policy, accounting practices and financial management for HCLA
- Work closely with our Budget team in MSD to coordinate account coding, fiscal year closing, and other fiscal activities.
- Directly accountable for the fiscal oversight of the client services payment system
- Participates as a member of the MSD management team in the development and formulation of office-wide policies, goals, objectives, and development of the budgets for both HCLA and DDA
- Responsible for coordination and completion of all fiscal year close activities for both HCLA and DDA and provides fiscal assistance for all HCLA and DDA contracts
- Directly accountable for determining viable resolutions for all fiscal issues related to state and federal audits
The ideal applicant will have a bachelor’s degree in finance, business administration, auditing, accounting, or a related field, in addition to seven years of progressively responsible experience in a major social services division or agency, including some experience supervising professional budget and/or fiscal management staff in a government setting.

Eleven years of professional/practical experience in finance, business administration, auditing, accounting, and concurrently progressively responsible experience in a major social services organization, division, department or agency, including actual experience supervising professional budget and/or fiscal management staff in a city, county or state government setting.
* Additional years of paid professional-level experience in a large and complex organization may be substituted, year by year, for the education requirement.
Skills and Abilities- Knowledge of state and federal regulations and principles of financial management, and state and federal policy concerning budgetary constraints, fiscal accountability, and multiple program interaction in the health and human services field
- Knowledge of the Medicaid program and HHS regulations for federal funding
- Strong accounting and fiscal knowledge to help mentor and train accounting team members
- Experience and demonstrated success in supervising and supporting teams
- Experience working within a political environment and a history of working collaboratively with a broad spectrum of stakeholders, including state and local elected officials, other state agencies, local governments, tribal leaders, community‑based organizations, and advocacy groups
- Experience in reviewing, reconciling, and auditing expenditures.
- Knowledge of appropriate account coding and tracking various fund sources.
- Experience working with various payment systems
