The Department of Ecology is hiring a Climate Change:
Cap-and-Invest Finance Monitoring Team Lead (Financial Examiner
4) within the Climate Pollution Reduction Program (CPRP).
- Headquarters Office in Lacey, WA.
- Must live within commutable distance from the duty station.
- Eligible for telework and flexible schedule options.
- Minimum one day per week in office – full workday every Tuesday and up to nine Wednesdays per year when auctions occur.

The Cap-and-Invest Group works to reduce greenhouse gas emissions through a dynamic market system that funds the state’s transition to a cleaner future. The Auctions and Market Section manages allowance auctions, supports policy initiatives, and ensures program integrity.
As the Finance Monitoring Team Lead, you will guide a small team of market monitors who use finance-based insights to monitor trading activity, evaluate market behavior, and safeguard market fairness and stability.
What you will do- Lead finance monitoring team—two to three members—developing and maintaining market monitoring strategy.
- Direct and support staff using financial tools to analyze complex companies and evaluate corporate disclosures.
- Plan, assign, and supervise business and financial analysis, developing new techniques where none exist.
- Provide ongoing mentoring, coaching, and guidance for junior staff.
- Review, assess, and approve market monitoring analyses and other technical work to ensure accuracy, consistency, and compliance.
- Evaluate and review work and analyses conducted by others.
- Lead or coordinate collaboration with staff to design, develop, and maintain registration and disclosure forms and interfaces.
- Collaborate, train, and support staff in cross-cutting work with other departments and agencies.
- Leadership & Team Development – demonstrating competence in leading, mentoring, and developing diverse analytical teams.
- Advanced Financial & Market Analysis – conduct and guide complex financial and market analyses.
- Regulatory Interpretation & Compliance Oversight – experience interpreting and applying rules and program requirements.
- Market Surveillance & Risk Identification – deploy financial monitoring techniques and market intelligence.
- Strategic Multi-Party Coordination – collaborate with internal and external organizations.
- Analytical Method Development & Continuous Improvement – design, refine, and implement analytical approaches.
- Confidential Information Management – apply secure data handling and confidentiality practices.
- Clear, Plain Language Communication – translate complex concepts into accessible communication.
Education – major study in finance, business administration, economics, accounting, policy, data science, or related fields.
Experience Examples- 9 years of experience.
- 8 years of experience and 30–59 semester or 45–89 quarter credits.
- 7 years of experience and 60–89 semester or 90–134 quarter credits (Associate’s degree).
- 6 years of experience and 90–119 semester or 135–179 quarter credits.
- 5 years of experience and a Bachelor’s degree.
- 3 years of experience and a Master’s degree.
- 2 years of experience and a Ph.D.
A background check will be conducted, which may include criminal record history, fingerprinting, and credit history. Information may be considered in suitability decisions.
Desired Qualifications- Professional Financial Credentialing & Training – relevant FINRA licenses or finance-related certifications.
- Applied Finance & Commodity Market Experience – experience in financial analysis or commodity markets.
- Climate & Greenhouse Gas Market Expertise – experience in climate‑change mitigation or greenhouse gas markets.
- Quantitative, Statistical & Modeling skills – apply quantitative methods, analysis, programming, or modeling.
- Leadership & Complex Project Management Experience – supervise staff or lead matrixed teams and projects.
