DSHS HCLA Fiscal Analyst 5

The Fiscal Analyst 5 manages accounts payable and receivable operations for the Home and Community Living Administration (HCLA) and Developmental Disabilities Administration (DDA) in Lacey, WA. This non-supervisory technical-lead role oversees billing and payment processes, analyzes complex financial data, ensures compliance with state and federal regulations, and supports month-end and year-end close activities. The position is primarily telework with in-office duties at least once weekly to process fiscal mail and financial documentation.

• Bachelor's degree with minimum 12 semesters or 18 quarter hours in accounting, auditing, or budgeting plus 4 years of relevant professional fiscal experience
• Master's degree in financial field or certification as Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant can substitute for experience
• Expertise in governmental accounting principles, GAAP, state accounting policies, and financial systems (AFRS, Enterprise Reporting, Web Intelligence)
• Demonstrated experience with complex financial reporting, multiple funding sources, and cost allocation systems
• Strong problem-solving skills and ability to work collaboratively in fast-paced environment
• Proficiency in Microsoft Excel, Adobe Acrobat, and accounting software systems
