The Department of Ecology is hiring a Cashiering and Fees Manager (WMS Band
1) within the Financial Services Division.

Location:

  • Headquarters Office in Lacey, WA.
  • Upon hire, you must live within a commutable distance from the duty station.

Schedule:

  • This position is eligible for telework and flexible schedule options.
  • At least three days per week in the office is required. Additional in-person days may be needed at times based on team needs.
  • Schedules are dependent upon position needs and are subject to change.

As the Cashiering and Fees Manager, you will oversee agency revenue collection, daily cash deposits, and fee receivables. Your work ensures Ecology has the financial resources needed to protect, preserve, and enhance Washington's environment. In this role, you will guide invoicing and collection processes, administer relevant laws and policies, and serve as Ecology's primary liaison to the Office of Financial Management on all revenue and fee receivable matters.

This position offers meaningful opportunities to support critical environmental programs, provide expert-level financial consultation, and help ensure compliance for multimillion-dollar loan programs. You will supervise a team of fiscal analysts and play a key role in maintaining the integrity of the agency's financial systems, gaining valuable experience in statewide financial operations, revenue management, and cross-agency coordination within Ecology's Financial Services Division.

What you will do:

  • Guide and influence agency invoicing and collection processes and while administering all applicable laws, regulations, rules, and policies.
  • Provide expert-level consultation and technical support to all agency programs to ensure compliance with state and federal requirements for revenue collection and recording agency fee receivables.
  • Oversee compliance with federal and state requirements related to the agency's multimillion-dollar loan programs.
  • Supervise, coach, and direct a team of fiscal analysts who provide revenue and collection services for the agency.
  • Manage and monitor agency cashiering, revenue tracking, billing systems, accounts receivable, and collections for fees.
  • Support development of agency policies for receivables and revenue collection that reflect business best practices.
  • Assign and oversee daily, monthly, and annual workload priorities for the Cashiering and Fees Unit.

Required Qualifications:

Eight (8) years of experience and/or education related to the duties of the position, which includes the following:

  • At least three (3) years of supervising or leading fiscal positions.
  • State Fiscal and Accounting Systems – Thorough knowledge of and ability to effectively use state accounting systems, state laws, policies, and procedures for fiscal and administrative issues, and federal laws impacting financial activities.
  • Communication and Collaboration – Demonstrated ability to communicate effectively, work collaboratively with, and present complex financial material to all levels of management and staff.
  • Process Development and Continuous Improvement – Demonstrated ability in process development/improvement and implementation.
  • Planning and Organizational Skills – Demonstrated ability to plan and organize workloads to meet deadlines.
  • Professional Judgment and Decision-Making – Ability to use professional, technical, and instinctual judgment in making decisions on a daily basis and exercise extreme confidentiality, discretion, and professional decorum at all times.

Education involving a major study in a financial-related field; certification as a Public Accountant, Internal Auditor, Certified Government Financial Manager, or Management Accountant; or any field which involves 18 quarter or 12 semester credits in accounting, auditing, or budgeting.
