Salary:
Step A is $78,912 per year and Step L is $103,536. The high end of the salary range, Step M, is $106,104 and is typically a longevity step. All employees progress to Step M six (6) years after being assigned to Step L in their permanent salary range.
Eligible telework, but must reside in Washington state and report on‑site as needed.
Travel RequirementsOccasional travel within Washington at normal and outside normal work hours for investigations, meetings, hearings or program‑related activities.
What You’ll Do- Provide advanced‑level knowledge as a Subject Matter Expert on utility filings related to energy planning and the clean energy transition.
- Research and analyze a wide variety of subjects to evaluate utility energy filings, including: clean energy planning and implementation, energy storage, emerging technologies, energy equity, transportation electrification, energy efficiency, distributed energy resources, and building electrification.
- Prepare recommendations for utility filings through formal written memoranda, commissioner briefings, public presentations, and adjudications such as general rate proceedings with written and oral testimony.
- Lead teams of analysts, including prioritizing key issues, coordinating with attorneys and division leaders, providing quality control on deliverables, and serving as point of contact.
- Initiate and lead complex investigations into utility practices, quantify financial impact, identify impacts to ratepayers and the public interest, and recommend resolution through specific actions.
- Provide guidance and information to utilities, customers, and other stakeholders.
- Lead rule making teams or contribute as a participant drafting administrative rules to implement new legislation or improve existing procedures.
- Represent UTC in agency processes, including preparing fiscal notes, responding to public records requests, and attending required meetings.
- Review, analyze, and reach conclusions on complex and critical utility filings with broad scope and significant consumer impact.
- Lead specialized investigations, quantify impacts, identify root causes, and recommend resolutions to decision makers.
- Offer process guidance and support to utilities and stakeholders.
- Participate in rule making and administrative rule drafting.
- Represent UTC at agency meetings and in preparation of fiscal and legal documents.
- Advanced knowledge in disciplines such as engineering, physical or social sciences, statistics, economics, law, public utility regulation, or public policy.
- Extensive experience in conducting research and analytical work on regulatory, policy, financial, economic, legal, scientific, or public administration matters.
- Strong ability to evaluate quantitative and qualitative data, identify trends, and develop supportive recommendations.
- Advanced practitioner in interpreting and applying laws, rules, regulations, and policies.
- Demonstrated effective communication of complex information in both written and verbal formats.
- Strong collaborator building and maintaining productive relationships with stakeholders.
- Consistently manages complex projects, assignments, timelines, priorities, and process improvement objectives.
- Proficient in research, analysis, regulatory, policy compliance, auditing, or related experience.
