The Department of Ecology is hiring an Enterprise Content Management (ECM) Modernization and Workflow Analyst (IT Business Analyst – Journey) within the Administrative Services Division.
Location:
- Headquarters Office in Lacey, WA.
- Upon hire, you must live within a commutable distance from the duty station.
Schedule:
- This position is eligible for telework and flexible schedule options.
- You may telework most of your work time, with at least one day per week required in the office.
- Schedules are dependent upon position needs and are subject to change.

- Elicit and document business requirements and process models to configure content management workflows, forms, metadata, and records policies that meet program objectives and compliance needs.
- Lead cross-program discovery to map record-creating processes end‑to‑end; produce BPMN 2.0 process maps, lifecycle diagrams, and RACI matrices to drive design decisions.
- Translate key partner needs into well‑formed user stories and acceptance criteria; manage a transparent requirements backlog with full traceability from need to release.
- Author functional specifications and configuration guides for Laserfiche (Workflow, Forms, Records Management, Audit Trail); collaborate with IT and vendors to implement and validate configurations.
- Plan and facilitate user acceptance testing: design test scenarios from acceptance criteria, run UAT sessions, track defects, and obtain go/no‑go sign‑offs.
- Deliver change management and adoption activities (training, quick‑reference guides, communications); coach super‑users and provide post‑go‑live support.
- Partner with solution architects on integrations to support secure end‑to‑end record life cycles.
- Steward business taxonomy, metadata standards, and naming conventions; maintain configuration baselines and contribute to information governance reviews.
- Drive continuous improvement via backlog grooming, retrospectives, and key partner feedback loops focused on cycle time, adoption, and compliance outcomes.

Required Qualifications
- Experience in business analysis of Information Technology (IT) projects and/or agency‑wide initiatives.
- Education involving a major study in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), Business Administration, or a closely related field, or completion of a two (2) year accredited vocational training program in IT or related program.
Examples Of How To Qualify
- 6 years of experience.
- 5 years of experience AND 30-59 semester or 45-89 quarter college credits.
- 4 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).
- 4 years of experience AND completion of a two‑year accredited vocational training program.
- 3 years of experience AND 90-119 semester or 135-179 quarter college credits.
- 2 years of experience AND a Bachelor’s degree.
- 1 year of experience AND a Master’s degree or higher.
Desired Qualifications
- Bachelor’s degree with a focus on business, information technology, project management, business analysis, or related field.
- Two+ years of experience with business and workflow analysis and requirements development for ECM and data management solutions.
- Four years of business analysis experience on IT projects that cross program or agency boundaries.
- Certification of Capability in Business Analysis (CCBA) or as a Certified Business Analysis Professional (CBAP) through the International Institute of Business Analysis (IIBA), OR completion of a business analyst certification from a university or college.
- Prosci OCM Certification.
- Knowledge of M365 tools (Excel, Word, Visio, PowerPoint, Teams), and (or similar enterprise‑wide project management system).
