Overview

WA Cares Learning System Program Manager

The WA Cares Fund (WCF) is a first-in-the-nation social insurance program, created by the Legislature to provide affordable long-term care insurance coverage to all working Washingtonians. This program is one of the latest examples of why Washington State is a national leader in long-term care policy. Our team is the first point of contact for the program, and we are responsible for helping Washingtonians understand this new benefit.

This role has statewide scope and will utilize a primarily telework schedule within the state of Washington. Occasional travel may be needed to support training staff and partners or meet in person at our office.

WCF is seeking a Learning System Program Manager to join our dynamic team. The core training development team has been hired to create learning content for anyone who interacts with our beneficiaries. We need you to manage our learning system as we prepare for implementation and continue to enhance the system as we move into the future. Expect to be very busy laying the foundation for the plans we have worked hard on so far.

Responsibilities

Some Of What Youll Do

  • Lead the development, implementation, and ongoing management of statewide policy and procedural frameworks governing the WCF training system
  • Facilitate cross-functional collaboration
  • Evaluate statewide learning operations, identify systemic gaps and operational risks, and implement sustainable process improvements
  • Lead strategic continuous improvement initiatives
  • Direct the configuration and optimization of Washington State Learning Center (WSLC) functionality
  • Ensure learning technologies are effectively leveraged to support enterprise-wide training delivery, tracking, reporting, and compliance monitoring
  • Lead development and administration of statewide learning evaluation and feedback mechanisms
  • Develop strategic recommendations for leadership related to learning effectiveness, operational efficiencies, compliance outcomes, workforce readiness, and system enhancements
  • Lead statewide governance and operational oversight of the WCF training materials repository and content management practices
  • Ensure learning materials across delivery platforms comply with DSHS accessibility requirements and statewide training standards
Qualifications

What We9re Looking For

A masters degree or higher in a Social Science, Health Science, Curriculum Development or Education, Business, or Information Systems and at least three years of professional experience in training, education, or related program management including at least two of the following areas, demonstrating a well-developed working knowledge and practical application:

  • Learning management system (LMS) administration or management of a similar learning technology platform
  • Data analysis, reporting, or working with databases to inform program decisions
  • Process improvement, lean methodologies, or systems thinking applied to program or operational workflows
  • Project or program management in a complex, multi-partner environment
  • Coordination across multiple partners, cross-agency teams, or statewide initiatives
  • Knowledge of WCAG accessibility standards or conducting accessibility audits
  • Knowledge of adult learning principles and best practices
  • Policy writing, development, or procedure documentation

Or,

Education

A bachelors degree in a Social Science, Health Science, Curriculum Development or Education, Business, or Information Systems AND at least five years of professional experience in training, education, or related program management including at least two of the following areas, demonstrating a well-developed working knowledge and practical application:

  • Learning management system (LMS) administration or management of a similar learning technology platform
  • Data analysis, reporting, or working with databases to inform program decisions
  • Process improvement, lean methodologies, or systems thinking applied to program or operational workflows
  • Project or program management in a complex, multi-partner environment
  • Coordination across multiple partners, cross-agency teams, or statewide initiatives
  • Knowledge of accessibility standards (WCAG) or conducting accessibility audits
  • Knowledge of adult learning principles and best practices
  • Policy writing, development, or procedure documentation

Professional experience, as described above, may substitute for 4 years of required educational requirements.

Preferred Knowledge, Skills, And Abilities
  • Knowledge of or experience working within social service agencies or state or government administration
  • Familiarity with SharePoint or similar intranet/document management platforms
  • Experience with LMS platforms such as Sum Total or similar enterprise systems
  • Training delivery, facilitator, or instructional design experience
  • Ability to quickly adapt to new and emerging technologies
  • Experience with continuous improvement frameworks such as Lean or Six Sigma
  • Understanding of accessibility auditing practices and tools
