The Washington State Department of Transportation (WSDOT) is a multimodal agency with a global reputation for excellence. Our dedicated workforce plans, designs, builds, and operates an integrated transportation system that safely and efficiently moves people and goods throughout the state. In addition to maintaining over 20,000 lane miles of state highway and 4,100 bridges, WSDOT leads an award-winning Active Transportation Plan, manages the world's longest floating bridge, and operates the largest ferry system in the nation!

WSDOT is seeking an experienced and strategic Technology Services Division (TSD) Infrastructure Services Assistant Director to serve as a key member of the TSD executive leadership team. The TSD Infrastructure Services Assistant Director is responsible for one of TSD's core service areas. Each Assistant Director leads a distinct technology domain, but all operate collaboratively as part of the TSD executive leadership team to ensure consistent enterprise service delivery, shared standards, and unified technology strategies across all agency lines of business.

In this role, you will provide enterprise leadership for the strategy, modernization, security, and reliable operation of WSDOT's core technology infrastructure, including cloud and on-premises environments, enterprise networking, telecommunications, identity and access management, server and storage platforms, fiber optic and mainframe systems, and other mission-critical technologies that support every region, program, and transportation service across the state. This position leads a diverse organization of managers, engineers, supervisors, and technical specialists while partnering with agency leaders, external organizations, and vendors to deliver resilient, scalable, and secure technology solutions that advance transportation safety, mobility, operational continuity, and innovation.

As a collaborative executive leader, you will help shape division-wide technology strategy, governance, investment priorities, and long-range planning to ensure enterprise infrastructure aligns with WSDOT's mission, statewide technology direction, and future transportation needs.

Among the varied range of responsibilities held within this role, the Assistant Director of TSD Infrastructure Services will:

  • Set the strategic vision and operational direction for WSDOT's IT infrastructure.
  • Establish and enforce enterprise infrastructure architecture standards and roadmaps.
  • Lead the division's disaster recovery (DR) and continuity planning, including the design, development, testing, and improvement of enterprise DR plans, failover strategies, resilience architecture, and response protocols.
  • Develop and execute long range modernization strategies (infrastructure as service cloud adoption, cloud cost management, operational technology/ (OT/IT) integration, network modernization).
  • Provide executive oversight of daily operational performance across all statewide corporate enterprise infrastructure
  • Implement and enforce zero trust infrastructure principles, segmentation, encryption, and secure configurations.
  • Develop, manage, and justify multimillion dollar operational and capital budgets for enterprise infrastructure.
  • Oversee procurement, contract negotiation, and vendor performance to ensure accountability and service quality.
  • Lead, mentor, and develop managers, supervisors, engineers, and technical specialists across TSD Infrastructure Services.
  • Communicate infrastructure strategy, risks, and operational impacts to executives and agency leadership.
  • Evaluate and pilot emerging technologies.

Qualifications:

  • Executive-Level Team Leadership: Proven ability to lead and develop diverse technical teams in a complex, 24/7 statewide operational environment.
  • Senior Strategic Planning Expertise: Demonstrated skill in long-range infrastructure strategy, modernization planning, and enterprise-level visioning. Experience setting and executing strategic vision for enterprise IT infrastructure.
  • Advanced Risk Assessment Capability: Expert ability to evaluate, mitigate, and communicate complex technical, operational, and cybersecurity risks.
  • High-Stakes Decision-Making: Ability to make rapid, sound decisions under pressure during outages, cyber incidents, disasters, or operational emergencies.
  • Senior Collaboration & Relationship Management: Skilled at building effective partnerships across programs, regions, and multimodal transportation environments.
  • Executive Communication Skills: Ability to clearly communicate complex technical concepts to executives, engineers, policymakers, and non-technical stakeholders.
  • Advanced Financial & Budget Leadership: Demonstrated skill in budget development, financial stewardship, cost modeling, and managing multi-million-dollar investments.
