Watershed Planning Unit Supervisor (WMS1)
Department of Ecology – Water Quality Program.
Location- Headquarters Office in Lacey, WA. Must reside within commutable distance.
- Eligible for telework and flexible schedule.
- Minimum two days per week in office.

Job OverviewSupervise a headquarters unit of seven staff providing environmental and policy services, supporting regulatory decisions to protect water quality. Responsible for effective management, policy direction, technical support, and oversight for nonpoint and Total Maximum Daily Load (TMDL) programs statewide.
Responsibilities- Serve as program resource for policy and program development for state nonpoint and TMDL programs; liaison on inter‑program and inter‑agency work groups.
- Provide oversight and recommendations for nonpoint enforcement and penalties.
- Serve as liaison with Environmental Protection Agency regarding nonpoint and TMDL programs.
- Ensure unit work complies with law and regulations; meet deadlines for EPA production of state nonpoint plans and annual reports; meet TMDL settlement agreement deadlines.
- Recruit and hire staff in accordance with state collective bargaining agreements and civil service rules.
- Support effective communications across the agency; maintain professional conduct and support a diverse workforce.
- Plan and schedule unit workload; coordinate annual planning, establish priorities, assign tasks, facilitate project teams; monitor task status and ensure timeliness.
- Manage unit budget; monitor expenditures; approve leave, timesheets, training requests, travel expenses, purchasing requests.
- Evaluate staffing needs; initiate personnel actions; prepare position descriptions, essential functions; interview and recommend hires; arrange training; evaluate performance; recommend corrective actions.
- Ensure timely completion of required reports, plans, publications, recommendations, and other products; review documents for consistency with state and federal laws and policies.
- 9 years of experience and/or education related to the duties, including:
- Environmental program and regulatory expertise.
- Strategic planning and performance management.
- Interagency and partner coordination.
- Leadership and team development.
- Human resource management.
- Workload, project, and resource management.
- Technical communication.
- 9 years experience.
- 8 years experience + 30–59 semester or 45–89 quarter credits.
- 7 years experience + 60–89 semester or 90–134 quarter credits (Associate’s).
- 6 years experience + 90–119 semester or 135–179 quarter credits.
- 5 years experience + Bachelor’s degree.
- 3 years experience + Master’s degree or above.
- Education or experience in management and supervision.
- Clean Water Act regulatory experience.
- Experience planning and executing large complex projects.
