Overview

The State of New Hampshire, Department of Health and Human Services, Bureau of Human Resources has a full-time vacancy for a Benefits Technician (#16254). The starting pay range for this position is $19.96/hour - $26.41/hour

Minimum Qualifications

Education/

Experience:

Associate's degree and 6 months of experience OR equivalent combination of 2.5 years of education and experience after completion of high school. Education and experience must be in personnel management, business administration, education, or a related field.

License/Certification

None

Preferred Qualifications
  • Proficient in MS Office 365, including Excel.
  • Experience in processing FMLA, Workers Compensation and/or payroll-related activities.
Responsibilities
  • Retrieve, compile, and submit appropriate paperwork to process Family Medical Leave.
  • Oversee the management of the Family Medical Leave Act for the department and maintain an updated database for related records.
  • Ensure employees are notified of FMLA and receive documentation in a timely manner.
  • Maintain an access database for all requests for Family Medical Leave, Workers Compensation, Income Protection, Paid Family Leave, and Supplemental Sick Leave.
  • Communicate with supervisors, employees, and medical practitioners to obtain necessary information and manage leaves effectively.
  • Evaluate and distribute approval and/or denial letters to employees, and keep supervisors and payroll staff advised of approvals, denials, and durations.
  • Prepare Personnel Action Forms for employees on FMLA, WC, IPP, PFL, or Supplemental Sick Leave, including keying leave or sick differential.
  • Work closely with Human Resources Administrators when FMLA has been exhausted.
  • Stay current on employee benefits by attending trainings and seminars; present benefit information at New Employee Orientation.
  • Travel to various DHHS office locations to present education to supervisors and employees on FMLA, WC, IP, SSL, Payroll, Benefits, and other HR topics.
  • Provide technical assistance in the benefits area, developing and presenting training on benefit administration topics; consult with supervisors and staff on matters related to FMLA and WC.
  • Update manuals as appropriate and resolve issues and complaints related to FMLA and WC in a timely manner.
  • Review, complete, and submit Income Protection and Paid Family Leave requests; coordinate with employees, supervisors, and the Employee Relations Manager to ensure processing of these requests and supplemental sick leave on a case-by-case basis.
  • Obtain supplemental sick leave approvals/denials from the Labor Management Committee and process payment.
  • Maintain medical files for all DHHS employees, ensuring complete confidentiality of all medical documentation.
  • Work closely with the State of NH workers’ compensation carrier to ensure all claims are properly managed and current communication with supervisors about possible light duty or alternative duty return options.
  • Provide all associated reports as directed by supervisor and/or HR Administrators.
