Summary
The financial requirements for the Consolidated Mail Outpatient Pharmacy (CMOP) are very complex in nature, requiring financial accountability for a variety of costs associated with providing service and billing to multiple medical centers. The incumbent in this position will provide professional accounting and financial management, financial analysis, and technical accounting advice to CMOP Directors and Chief Financial Officers for all medical centers served, and the National CMOP Office.
Duties- Perform appropriated funds financial oversight for the Chief Finance Officer, including professional accounting and audit reviews. The incumbent is responsible for the complete accounting program, including planning, adapting or reviewing all accounting systems, analyzing and evaluating current and past performance, and interpreting effects of transactions and applying accounting concepts to meet the needs of staff and management.
- Reconcile all appropriated fund accounts and their individual cost centers to financial statements, budgets, historical data, and local financial goals.
- Research detailed accounting records.
- Provide training to management personnel in accounting procedures, distribution criteria, and station fund management.
- Analyze and verify daily, weekly, and monthly account records from the Financial Service Center.
- Produce a monthly bill to the VA medical centers and other customers serviced by the Consolidated Mail Outpatient Pharmacy.
- Ensure that receipts, obligations, and expenditures of funds are correctly reflected in the business plan and accounting periods.
- Verify deposits and general ledger entries, ensuring appropriate general ledger account codes and cost centers have been used.
- Advise the customer on the status of their allowances each month.
- Reconcile the 830 report monthly to ensure that cost is properly captured and correct any discrepancies within the next accounting month.
- Coordinate the formulation and development of the annual CMOP budget with the CFO, including submission of supporting justification.
- Use skill in analyzing and forecasting pharmacy service utilization of all resources (drugs, operational expenses, mail costs and personnel services).
- Conduct local internal control reviews of CMOP activities and higher headquarters developed management control reviews, and perform a variety of other oversight tasks related to financial planning and administration of accounting systems covering operations and expenses of supported CMOP activities.
- Provide customer service to vendors, accountants, CFO, and other external and internal customers; check records/files in automated accounting systems on status of payments and payment dates, and follow up in FMS and IFCAP.
- Respond to customer inquiries, either orally or in writing, and provide information on accounting transactions as well as explanations on all accounting procedures.
- Perform other duties as assigned to maintain fiscal operations.
