JOB OBJECTIVE:
Under general direction, to perform a variety of engineering, technical, and administrative duties associated with the planning, design, review, permitting, construction, inspection, maintenance, and operation of public works infrastructure and facilities.
This position functions as a member of the Public Works Department’s Engineering and Capital Projects Division and collaborates within the division and department, across the City organization, and regionally to provide safe, effective, and efficient service to the public and internal customers.
ESSENTIAL FUNCTIONS: The following duties are illustrative only and are not intended to be all-inclusive:
- Manages projects and programs independently, and with support from senior engineering staff.
- Provides technical expertise and support to operations and maintenance staff, including supporting emergency response as required.
- Supports field staff including investigation of issues and complaints, research, and evaluation of field changes.
- Coordinates with Information Technology on development, maintenance, and updating of geographic information systems (GIS) and asset management systems.
- Collaborates extensively with other City departments, including Planning & Building, Police;
Fire and Rescue;
Parks, Recreation, and Open Space, Economic Development, Finance, Information Technology, and Communications.
- Performs engineering and technical review of plans, reports, studies, plats, easements, surveys, agreements, permits and other related documents to ensure compliance with standards and regulations; and to ensure safety, constructability, reliability, effective operations, and efficiency of future maintenance.
- Coordinates with engineering, operations, and maintenance staff to maintain a clear understanding of department needs.
- Effectively communicates issues and deficiencies to City staff and resolve conflicts between project partners.
- Represents the City at neighborhood meetings, Planning Commission, City Council, and related meetings and hearings.
- Supports permitting, construction inspection, warranty, and public improvement acceptance processes.
- Develops, interprets, implements, and enforces codes, specifications, policies, and standards.
- Maintains knowledge of federal, state, and regional regulations and industry best practices and supports updates to associated local requirements.
- Collaborates with other engineering staff to effectively coordinate capital improvements across Public Works and with other City departments.
- Oversees engineering consultants in the design of capital construction and major maintenance projects.
- Ensures compliance with City financial and contract policies and procedures including preparation of bid documents, consultant and contractor selection processes, and contract negotiations.
