This position plays a key role in maintaining compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards, ensuring accurate financial reporting, and assisting with budgetary, grant, and audit processes. The Deputy CFO will serve as the acting CFO in their absence and provide support to staff accountants and fiscal technicians to ensure smooth day‑to‑day financial operations.
Deputy CFO will report directly to the County CFO.
- Ensure compliance with GAAP and GASB standards across all financial operations.
- Prepare and enter journal entries; reconcile accounts on a monthly, quarterly, and annual basis.
- Assist with the preparation of annual budgets and related financial planning processes.
- Assist with annual audits, including compiling schedules, supporting documentation, and responding to auditor inquiries.
- Prepare and file reports for state and federal grants in a timely and accurate manner.
- Assist in the preparation of accurate financial reports for internal and external stakeholders.
- File monthly sales tax reports in compliance with state requirements.
- Review and approve Payment Orders and Deposits in accordance with County policies.
- Provide assistance and guidance to staff accountants and fiscal technicians as needed.
- Act as CFO in their absence, assuming responsibility for all financial operations.
- Perform additional financial management duties as assigned by the CFO.
Skills and Abilities
Required
- Strong knowledge of GAAP and GASB standards.
- Proficiency in governmental accounting, budgeting, and reporting.
- Familiarity with federal and state grant reporting requirements.
- Strong analytical and problem‑solving skills.
- Excellent organizational and time‑management abilities.
- Ability to communicate effectively with staff, elected officials, external auditors, and state/federal agencies.
- Proficiency with accounting/financial management software and Microsoft Office Suite (Excel, Word, Outlook).
- Ability to maintain confidentiality and exercise sound judgment.
- Knowledge of county and state procurement rules and compliance with County procurement standards
- Knowledge of various state and local funding mechanisms, including, but not limited to, Local Option Sales Tax (LOST), Special Purpose Local Option Sales Tax (SPLOST), Transportation Special Purpose Local Option Sales Tax (TSPLOST), Occupancy Tax (Hotel/Motel), Property Tax Relief Sales Tax, etc.
- Serve as Point of Contact on State and Federal grants; file all necessary documentation for reimbursements, quarterly reports, etc. all in terms of carrying out the financial accountability of each grant
- Bachelor’s degree in accounting, Finance, Public Administration, or related field required.
- Master’s degree and/or CPA or CGFM certification preferred.
- Minimum of 3 years of progressively responsible accounting/finance experience
, preferably in government finance. - Experience with governmental audits, budgets, and grant reporting strongly preferred.
