Field Staff Specialist

Incumbent serves as Field Staff Specialist for the Tippecanoe County Assessor's Office, responsible for supervising assigned Field Staff, lists administrative and parcel specific information as plat book is updated and modified, maintaining related records, and assisting the public.

DUTIES:

  • Supervises data entry into Computer Aided Mass Appraisal (CAMA) program, including performing quality control checks on data entered, processing and entering corrections of errors on computer and property record cards, and forwarding copies to owner's and Auditor. Provides assistance to subordinates when non-standard situations occur.
  • Supervises assigned Field Staff as required, including interviewing and making hiring recommendations, taking required personnel actions, preparing annual performance appraisals for assigned staff, providing orientation to new subordinates and evaluating performance results of assigned staff.
  • Purchases office supplies, maintains inventory and manages office supply budget, and prepares claims for office supply purchases.
  • Assists with routine data entry according to department deadlines or as needed.
  • Reviews sketches of new construction.
  • Creates digital maps using ArcGIS to input building permit information, sort and track building permit progress allowing for efficient work processes and use for various assessment related projects.
  • Performs field reviews as needed.
  • Provides assistance and information to co-workers and visitors, explaining assessed valuations and related state codes, and assisting visitors in locating/researching various records, and provides copies as requested.
  • Exchanges information frequently with other County departments, such as Auditor. Assists County Assessor and maintains related files.
  • Performs various clerical duties, such as typing correspondence.
  • Maintains current knowledge of state requirements by periodically attending training sessions and/or meetings as required or as needed, and updates related procedural manual as appropriate.
  • Applies related principles with variables of neighborhood area to arrive at consistent standard of assessed values.
  • Performs related duties as assigned.

REQUIREMENTS:

I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:

  • High school diploma or GED. Possession of or ability to obtain certification as Indiana State Tax Board Level II Assessor/Appraiser Professional within one (1) year of employment and two (2) years of CAMA data entry experience preferred. Maintaining continuing education requirements.
  • Working knowledge of Geographic Information Systems (GIS) and CAMA system.
  • Working knowledge of standard office practices and ability to apply such knowledge to a variety of interrelated processes, tasks and operations.
  • Working knowledge of and ability to make practical application of department policies, procedures and legal requirements and terminology regarding real estate assessment, and ability to prepare, process and maintain property records, including computer files and property record cards.
  • Working knowledge of deeds, and ability to ability to read blue prints, and use legal description software.
  • Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare detailed written reports.
  • Knowledge/experience with Arc/GIS mapping tools and ability to apply such knowledge to a variety of interrelated processes, tasks and operations.
  • Ability to supervise assigned Field Staff as required, including interviewing and making hiring recommendations, taking required personnel actions, preparing annual performance appraisals for assigned staff, providing orientation to new subordinates and evaluating performance results of assigned staff.
  • Ability to type with speed and accuracy and properly operate and standard office equipment, such as calculator, copier, computer, printer, multi-line telephone, and fax machine.
  • Ability to effectively communicate orally and in writing with co-workers, other County departments, appraisers, realtors and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
  • Ability to comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
  • Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.
