IT Project Manager, IT Consultant
CGI Federal is seeking a dynamic Technical Change Management Lead to help shape mission‑critical cybersecurity solutions across the Department of Homeland Security’s Continuous Diagnostics and Mitigation (CDM) program. This is a high‑visibility role where you will drive the technical change process end‑to‑end—ensuring every change is well‑designed, properly governed, and flawlessly executed. This position is located in one of CGI Federal's offices in Fairfax, VA or Lafayette, LA; however, a hybrid working model is acceptable. You will be required to work in a CGI Federal office two days per week.
Your future duties and responsibilities:
- Lead the full technical change management lifecycle
- Facilitate architecture and design reviews
- Run CCB meetings and present risks, recommendations, and outcomes
- Guide a small team handling change workflows and documentation
- Ensure compliance with CDM requirements and governance frameworks
- Partner with cross‑functional technical teams to ensure readiness and risk mitigation
- Improve processes, tools, templates, and communication practices
- Track metrics, identify trends, and drive process improvements
Required qualifications to be successful in this role:
- Due to the nature of the government contract requirements and/or clearance requirements, US citizenship is required as well as successful passing of CGI background check prior to beginning work. In addition, candidates must have ability to obtain and maintain a DHS/CISA EOD/Public Trust clearance.
- Bachelor’s degree in a technical field
- 5+ years in technical change management, IT governance, or ITIL processes
- Experience leading technical reviews and coordinating cross‑functional teams
- Strong understanding of IT life cycles and system design impacts
- Ability to analyze change requests for risk, dependencies, and compliance
- Proficiency with Service Now, Jira, Remedy, or similar tools
- Strong communication, coordination, and documentation skills
- Ability to guide 1–2 team members (non‑supervisory)
- Experience in fast‑paced, complex IT environments
- ITIL certification
- Experience with federal or large enterprise IT, especially CDM
- Familiarity with enterprise architecture and system integration
- Background in process improvement or workflow optimization
- Knowledge of compliance frameworks (NIST, FedRAMP)
- Understanding of release/configuration management
- Experience enhancing change management tools
- Strong analytical skills for metrics and trends
