POSITION

PURPOSE:

This position will serve as a Purchasing (PO) technical expert in the Accountable Business Transformation (ABT) Program with the complex operating system Oracle EBS PO module that will be used throughout the County in multiple departments. The ABT Program is an Enterprise Resource Planning (ERP) program responsible for implementing multiple County-wide IT systems such as Oracle Financials Enterprise Business Suite (EBS), People Soft Human Capital Management (HCM) and the Cognos Operating and Capital Budgeting System across King County.

This position will consult with County agencies to refine and translate PO functional requirements into technical specifications for the Oracle EBS PO module. This position will conduct complex analysis and coding changes, develop customized reports and queries, troubleshoot, test and implement processes relevant to PO functions performed County-wide.

• Consult with Agencies on their PO functions and business needs and define, map and document the Oracle EBS PO module and system requirements.
• Consult with Agencies on their PO functions and business needs and create or modify and implement human resources processes, procedures for the Oracle EBS GL/Cash module and system requirements, processes, procedures and specifications.
• Consult with the Agencies on their PO functions and identify, evaluate and prioritize system changes based on design requirements and functional specifications.
• Conduct fit/gap analysis with all Agencies’ PO functions and the Oracle EBS PO module.
• Consult with Agencies and develop testing scenarios and with testing activities for the Oracle EBS PO module.
• Consult with Agencies and analyze their PO business needs and work with technical resources to develop functional design for PO reports and other developments.
• Analyze current PO business processes and facilitate transition to best practices as supported by Oracle EBS 12.0.
• Analyze and test proposed Oracle EBS PO module’s systems interfaces, enhancements, and upgrades prior to implementation.
• Evaluate existing and proposed PO applications for process efficiency and systems interface possibilities with the Oracle EBS PO module.
• Customize or modify fields and panels for the Oracle EBS PO module and monitor requests from Agencies for system changes and customizations.
• Lead and collaborate with Agencies and other functional analysts in tracking and resolving Oracle EBS PO module system problems and issues that require advanced PO technical expertise of the Oracle EBS PO module operating system.
• Coordinate activities of consultants, county agency staff and project team to install, configure and maintain Oracle EBS PO module development, testing, demonstration and training systems.
• Create PO business process documentation and write configuration and system data documentation for the Oracle EBS PO module.
• Create PO functional demonstration scripts and conduct system functionality demonstrations. Document and work to resolve functional gaps identified during the demonstrations.
• Investigate, troubleshoot and document complex PO functional system problems; develop solutions for more complex and critical PO production problems; ensure that Agency and module PO functional problems are resolved and that the solutions are documented.
• Develop and implement plans to assist in the IBIS Legacy system data clean up and data mapping; and defining user roles, responsibilities and security related to the PO function.

• Bachelor’s degree in business administration or related field and at least three years financial system management experience or an equivalent combination of education and experience.

• Demonstrated project management experience, including project planning and project monitoring.
• Demonstrated experience in business analysis and financial system implementation.
