Construction Manager

NSB Omega is searching for a Construction Manager for our MAJOR Oil & Gas Client in Lake Charles, LA.

Assignment Description

The Construction Manager is responsible for leading refinery capital, maintenance, reliability, and improvement projects from initial planning through completion. This hybrid role combines project development and construction management
, overseeing projects up to $10 million in value.

Lead projects through all phases, including Front-End Loading (FEL), design, procurement, construction, commissioning, startup, and closeout
.

Serve as the primary coordinator between Engineering, Construction, Operations, Maintenance, Turnaround teams, contractors, vendors, and procurement groups
.

Ensure projects are completed safely and meet quality, scope, schedule, budget, operability, reliability, and regulatory compliance requirements
.

Develop and manage project plans, execution strategies, budgets, schedules, risks, and performance metrics.

Direct engineering teams and contractors while resolving technical issues, design changes, field modifications, and nonconformances.

Monitor project progress, costs, forecasts, and change management to keep projects on track.

Communicate project status, risks, and recommendations to leadership and stakeholders.

Lead commissioning, startup readiness reviews, turnover activities, punch-list completion, lessons learned, and project closeout.

Basic/Required

Legally authorized to work in the job posting country

Either 10+ years manufacturing experience or 5 years experience with an engineering degree

5 or more years of maintenance or construction management and/or engineering experience

Working knowledge of FEL development, project execution, estimating, scheduling, procurement, construction, commissioning, and closeout.

Working knowledge of management of change, project controls, contractor management, and technical document control.

Willingness and ability to conduct field visits and work safely in refinery and construction environments.

Preferred

15+ years of project execution or maintenance in refining and/or the chemical industry

Experience with project or maintenance work in P66 at Excel Para Lubes or P66 Lake Charles

2 or more years of experience with cost or project controls

Demonstrate high safety standards

Demonstrated ability to prioritize and execute multiple project assignments
