Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups.
The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.
In this role, you will oversee the development and preparation of project master purchasing commercial pro-forma forms, including legal and commercial terms and conditions. You will maintain working relationships with project Procurement and Construction personnel and other project discipline supervisors to be cognizant of project operations and to implement appropriate actions on behalf of the Supply Chain function. #LI-CS1
Major Responsibilities- Establish and administer the Surplus and Scrap program for the Project
- Establish and administer the Field Supply Chain back charge program to include setting up the logging potential back charges and assignment of a back charge number.
- Provide concurrence for the Basis for Back charge and monitor field activities and identify any potential areas where back charge may be warranted against a subcontractor or supplier.
- Continue the verification process until it is proven that the work is not a back charge or proceed to initiate the necessary back charge process.
- Develop familiarity with the scope of services and commercial terms and conditions in the purchase orders and subcontracts to quantify and track order of magnitude of the back charge.
- Prepare the Notice Back charge Work to be Performed.
- Monitor and collect back charge cost and recoveries.
- Prepare estimates for back charges.
- Obtain approval of authorized representative of the supplier or subcontractor for the project to proceed with the corrective work.
- Establish and lead Back charge Status Review meeting, as appropriate.
- Hold periodic review of withheld amounts with Accounting and Project Controls.
- Review the UOS&D report to ensure that all back charges have been developed and driven to closure.
- Notify Accounting and Project Controls when all work on a back charge is completed and ready for billing or has subsequently been cancelled.
- Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of purchases when such action is agreed as necessary by the designated manager.
- Assures that project purchasing of equipment and materials is consistent with Bechtel Directives, Management Instructions, and Procurement Procedures.
- Coordinates Purchasing operations in both the project s control office and support offices to assure compliance with project requirements. In conjunction with the global business unit Field Procurement Manager, provides functional guidance to Purchasing personnel at the project jobsite.
- Supervises assigned personnel in the Procurement administration functions of identified project purchases to ensure, in conjunction with other functional departments, performance of each order in accordance with the contracted terms and conditions and project requirements while driving closure or back charges in for which they have been raised against a purchase order or subcontract.
- Indoctrinates newly assigned Purchasing personnel to the requirements and procedures of the global business unit and project.
