Under general direction, the Manager of Engineering & Construction performs professional engineering work with considerable emphasis on the planning, design, and oversight of City infrastructure projects. Responsibilities include managing capital improvement projects; supervising engineering and construction activities; preparing and reviewing plans, specifications, schedules, and cost estimates; and providing technical guidance to City officials (e.g. Mayor, Administrator, Dept. Manager, Council Members, etc.).
Work involves significant coordination with other departments, consultants, contractors, and the public.
- Lead the planning, design, review, and oversight of City infrastructure projects, including roads, drainage, sanitary sewer, and water systems; prepare and evaluate construction plans, specifications, cost estimates, and bid documents.
- Review engineering designs from private engineers for compliance with City standards; interpret plans and specifications for contractors and City staff.
- Conduct pre construction estimates, maintain cost records, and direct studies of existing and proposed infrastructure to recommend improvements.
- Maintain and update as built drawings, maps, and engineering records; manage the utility permit program and provide information on existing utility locations.
- Oversee construction activities to ensure compliance with approved plans, schedules, and budgets; review paving and drainage plans for required adjustments or utility relocations.
- Assist in developing and monitoring the City’s annual and five year Capital Improvement Plan (CIP), operational budgets, and capital budgets.
- Prepare reports, summaries, recommendations, and presentations for City leadership; attend City Council and public meetings to explain projects and address concerns, where applicable.
- Coordinate with the City Administrator, Mayor, City Council, other departments, external agencies, consultants, contractors, and the public; respond to inquiries and complaints.
- Plan, assign, and direct the work of engineering and construction staff; provide leadership, training, performance evaluation, and oversight of consultants and contractors.
Perform related work as required.
SUPERVISORY RESPONSIBILITIESResponsible for staff in Engineering division including other city engineering and technical assistants.

- Comprehensive knowledge of civil engineering principles, practices, and methods.
- Knowledge of applicable federal, state, and local regulations related to public works construction.
- Ability to plan, manage, and evaluate multiple complex projects simultaneously.
- Strong project management skills, including consultant and contractor oversight.
- Ability to analyze and assess programs, policies, and operational needs.
- Skill in preparing clear and concise reports, budgets, and presentations.
- Ability to communicate effectively with elected officials, staff, contractors, and the public.
- Ability to establish and maintain effective working relationships across the organization.
- Ability to effectively work with and promote a harmonious working environment with the City Administrator, Mayor, City Council, other City Departments, other governmental entities, and the citizens on the telephone and in person; ability to work amicably as a team to accomplish individual and group assignments and goals.
