Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups.
The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.
In this role, you will perform tasks involved in the formation and administration of purchase orders. You will prepare bidders' lists, qualify bidders, form bid packages, issue bid requests, participate in negotiations, recommend commitments, secure approvals, communicate with suppliers and monitor supplier performance. Your efforts are to ensure potential and current suppliers comply with purchase order requirements and provide the required service and results to meet project needs #LI-CS1
Major Responsibilities Field Expediting- For assigned field orders coordinates with field material coordinators or to establish priorities, sequences and required delivery dates and instructs suppliers accordingly
- Expedites field engineering and requesters for the timely review, approval and return of engineering data submitted by supplier.
- Regularly updates Bechtel's Digital Supply Chain System (DSCS) with the delivery dates
- Coordinates shipping arrangements or tracking requests with the project Logistics representative
- Reviews material receiving reports against shipping documents to verify that material has been received at jobsite and assists in tracing missing material.
- Ensures fulfilment of all Purchase Order requirements including document submission with shipment.
- Collaborate with Construction/CSU and Identifies packaged equipment requiring vendor specialist support during construction, pre-commissioning, and commissioning phases
- Coordinates induction for onboarded subcontractors, ensuring subcontractor compliance with site orientation and training requirements.
- Coordinates with Construction and Start-up teams to develop and maintain advance schedules for vendor mobilization and demobilization
- Engages suppliers to communicate preliminary mobilization plans and confirms deployment based on project readiness and site requirements
- Coordinates travel, site access, and logistical requirements for vendor representatives in alignment with project procedures
- Tracks vendor representative attendance and timesheets, ensuring accuracy and compliance with contractual terms
- Maintains records of vendor site activities, service reports, and mobilization status for project reporting
- Coordinate report out on STSO hours and costs being expensed against plan
- Coordinate submission of subcontractor reports per the contract terms
- Issuing project notifications to all subcontractors
- Requires a University Hire with 1-2 years of experience or 5-6 years of relevant work experience
- Proficiency of managing data for purchase order and invoice systems particularly in Digital Supply Chain System and Oracle.
- Knowledge of business administration procedures, techniques, and business ethics.
- Proficiency and experience in the formation and administration of purchase orders.
- Skill in communicating effectively with suppliers.
- Understanding of applicable commercial legislation governing the buying and selling of goods and services.
- Ability to work with other project functional groups, primarily Engineering, Construction, Supplier Quality, Expediting, Traffic & Logistics and other services.
- Maintain supplier relationships with supplier's project personnel executing orders to ensure performance of the work.
- Proficiency in negotiating terms and conditions with suppliers.
- Understanding of EPC procurement activities.
- Understand how to support project schedule
- Good oral and written communication skills regarding technical and production matters with both project and supplier personnel.
- Demonstrated knowledge of the legal and commercial aspects of global procurement of equipment and materials.
- Good knowledge of general business practices and administrative procedures.
- Proficient in organizing tasks for completion by an agreed deadline.
- Knows how to deal professionally with suppliers and project personnel.
- An understanding of production steps and methods.
- Thorough understanding of materials and equipment being expedited.
