We are seeking qualified applicants for the position of Environmental Specialist, Water & Waste (Pipeline Operations) located in Lake Charles, LA

Summary

The Environmental Specialist, Water & Waste (Pipeline Operations) must have a working knowledge of federal (Resource Conservation and Recovery Act (RCRA)), Louisiana Department of Environmental Quality (LDEQ), and Texas Commission on Environmental Quality (TCEQ) regulations for solid waste, hazardous waste, and universal waste, as well as Department of Transportation regulations for hazardous materials. In addition, must have working knowledge of Louisiana Pollutant Discharge Elimination System (LPDES) and Texas Pollutant Discharge Elimination System (TPDES) regulations.

This position supports the water and waste operational compliance program across pipeline operating assets, including but not limited to; mod yards, compressor stations, and operating pipelines. This role includes monitoring water quality and agency reporting, SPCC and SWPPP implementation and maintenance, managing wastewater discharge, ensuring compliance with applicable federal, Louisiana, and Texas regulations, and training site personnel on water and waste management practices.

This role reports to and supports the Environmental Director in covering compliance across active pipeline operating assets.

General Description Duties & Responsibilities

  • Make regulatory waste determinations and prepare waste profiles for wastes generated at VGLC and other assigned pipeline assets, including obtaining representative samples and laboratory analysis as needed
  • Ensure satellite and central accumulation areas for hazardous waste are managed in compliance with RCRA, LDEQ, and TCEQ regulations
  • Ensure used oil is managed in compliance with RCRA, LDEQ, and TCEQ regulations
  • Ensure solid waste is managed in compliance with LDEQ and TCEQ regulations
  • Conduct inspections of all waste management areas at assigned facilities, including contractor‑generated waste management activities
  • Schedule off‑site transfers of waste and used oil, including preparing uniform hazardous waste manifests, DOT hazardous materials shipping papers, and other required waste management documents
  • Prepare required reports and other documents to LDEQ, TCEQ, and USEPA
  • Maintain records required to demonstrate compliance with applicable waste management regulations
  • Assist in implementation of hazardous waste contingency plans and waste minimization plans
  • Prepare and provide training to staff with waste management and water responsibilities across assigned pipeline assets
  • Assist the Environmental Director with meetings and other interactions with LDEQ, TCEQ, USEPA, and other regulatory agencies
  • Research federal, LDEQ, and TCEQ regulatory requirements as needed
  • Conduct internal audits of waste management activities
  • Conduct water sampling for stormwater and wastewater as required
  • Fulfill required recordkeeping and reporting requirements
  • Implement, update, and maintain SPCC Plans across assigned pipeline operating assets
