Overview

BASIC FUNCTION: The construction manager is responsible for the supervision, review, and performing detailed inspections of the work of construction contractors and sub-contractors on Capital Improvement Projects and other public works construction. This includes managing project assignments, coordinating with contractors and the City’s engineering inspector, ensuring compliance with local, state, and federal codes/standards, assuring quality of services, recording findings (including photos), and serving as a direct liaison to contractors, citizens, and other agencies throughout project duration.

Responsibilities
  • Enters data into computer systems to produce accurate contract documents and prepares daily/weekly/monthly progress reports for administration and record-keeping.
  • Tracks, schedules, and oversees progress on all assigned in-field construction activities; records, processes payments for scheduled work, change orders, and special contracts.
  • Performs detailed field inspections of construction activities, including excavation/fill compaction, sanitary/storm water manholes, water lines testing, concrete placement/forms/steel/subgrade for paving, traffic control devices, ROW improvements (sidewalks, driveways, etc.), bridges, storm drains, underground utilities, and lift stations.
  • Ensures strict adherence to safety standards at all times on job sites; works with contractors/sub-contractors to minimize hazards.
  • Takes photos of construction sites for records; evaluates materials/methods used; notifies contractors of needed repairs/modifications; enforces compliance with plans, specifications, TxDOT standards, TCEQ regulations, ADA, and other codes.
  • Attends pre-construction and progress meetings; consults with supervisors, project managers, engineers for conflict mitigation or onsite adjustments.
  • Coordinates with outside agencies, warranty work for previous projects, and quality control.
  • Interacts with the public to address concerns and provide assistance.
  • Performs other duties as required or assigned.
  • Typical Decisions

    The Incumbent is responsible for making day-to-day decisions that ensure public construction projects are built safely, on schedule, within budget, and in compliance with approved plans, specifications, codes, and contracts. Works independently under limited supervision, reporting major activities through periodic meetings.

    Minimum Qualifications
    • Knowledge: Principles/techniques of reading engineering plans and construction specifications. Safety precautions, rules, and regulations for construction sites. Methods/techniques of inspecting buildings/infrastructure. Materials, methods, tools, and equipment used in public works projects. City geography, traffic patterns, streets, landmarks, and PWD facility locations. State/federal codes/regulations (TxDOT standards, TCEQ water quality, ADA accessibility).
    • Skills: Ability to communicate effectively verbally and in writing; ability to inspect work for quality, safety, and contract compliance; ability to work effectively with top level management, supervisors, contractors, and the public.
    • Education: High School Diploma or GED equivalent required.
    • Experience: Six (6) years of Public Sector construction inspection experience with at least two (2) years at a supervisory level. An associate degree or specialized courses/training equivalent to two (2) years of college in engineering or related field may substitute for two (2) years experience. A bachelor's degree or higher in management, construction, or engineering may substitute for experience on a year-for-year basis.
    • Licenses and Certificates: Texas class C driver’s license. Certified Storm Water Inspector (preferred).
    • Note: Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above-specified education and experience requirements.
