Under the direction of the Public Works Director, the Analyst performs complex administrative analysis including researching, developing, and administering Public Works policies, projects, budgets, or grants and capital project control. The Analyst assists in designing, coordinating, and implementing projects and programs, prepares analytical and statistical reports, makes recommendations, supports various operating departments on specialized administrative problems (e.g., staffing requirements, equipment usage levels), and performs related work as required.
Initial projects include APWA re‑accreditation, new asset management system integration, budget development based on asset depreciation curves, staffing analysis using performance indicators, and updates to preventative maintenance schedules and asset records in the city’s ArcGIS database.
The Analyst works under limited supervision. The Supervisor sets overall objectives and resources. Both parties develop deadlines, projects, and tasks together. The Analyst is responsible for completing work, resolving most conflicts, coordinating with others, and interpreting policies independently. Progress and any significant issues are communicated to the Supervisor.
Essential Duties and Responsibilities- Develop, implement, coordinate, and manage assigned programs, projects, budgets, grants, activities, and confidential administrative work.
- Serve on the Public Works leadership team, contributing to strategic visioning, KPI tracking, and departmental change management initiatives.
- Provide analytical and staff support to management; coordinate interdepartmental projects; and manage special projects involving financial, operational, and organizational issues.
- Facilitate effective communication regarding programs and services; cultivate and manage relationships with key stakeholders; conduct verbal and written briefings on issues and developments.
- Act as the department point of contact for asset‑management software and other Public Works technology programs.
- Research and recommend updates to Public Works fee schedules.
- Serve as liaison with other city departments regarding Public Works services and activities.
- Assist with or lead procurement efforts for goods, services, equipment, and special projects.
- Lead grant‑management activities and the department’s project‑controls system.
- Collaborate with Finance and Municipal Services for payments, reimbursements, audits, reporting, and project/grant accounting.
- Conduct technical research and management analysis; prepare reports, recommendations, budgets, summaries, correspondence, and confidential or public materials.
- Research, draft, review, and monitor contracts, intergovernmental agreements, ordinances, and engineering design standards.
- Develop and recommend short‑ and long‑range plans, improvements, goals, and budgets for assigned programs and assist the Director in department‑wide budget development and financial reporting.
- Develop, write, and maintain policies, procedures, forms, and performance measures; manage APWA accreditation compliance; and lead or assist with staff training programs.
- Perform financial and operational analyses, including service charges, cost allocations, equipment rental rates, contract impacts, and cost‑benefit studies; identify process improvements and coordinate compliance with new requirements.
- Attend council and committee meetings related to Public Works activities; represent the department on special projects.
- Maintain regular, predictable, and reliable attendance.
- Perform other duties as assigned.
Typical duties require sitting for extended periods and typing on a keyboard. Occasionally standing, walking, reaching, climbing, or stooping is required, and the analyst may lift up to 35 pounds.
