This is a professional and technical position in the Stationary Tanks Inspection Program of the Environmental Health Division, responsible to the Environmental Manager. The central function of this program is the completion of the Department of Environmental Protection (DEP) storage tanks compliance verification contract. The position requires detailed knowledge of the construction and operation of regulated storage tanks systems, skill in describing and documenting field observations, and the review and interpretation of environmental records and data, along with a thorough understanding of Chapters 62-761 and 62-762, Florida Administrative Codes (F.A.C.), DEP contract requirements, and Polk CHD policies.

Performs routine compliance inspections of regulated storage tank system facilities, under the direction of the Environmental Supervisor II (program supervisor), to verify compliance with Chapters 62-761 and 62-762, F.A.C. The performance and completion of these inspections includes: inspection of all storage tank system conditions, with particular attention to possible sources of leaks or discharges, verification that release detection equipment is functioning properly and release detection procedures are followed, thorough review of facility records for completeness and any indication of potential system problems, identification and citing of all non-compliance items, photo documentation as specified by contract, on-site instruction and guidance to facility owner-operators, post-inspection follow-up as needed to determine or clarify any aspect of facility compliance, and preparation of standard inspection reports and correspondence within time frames specified by the program supervisor.

Tracks the status of violations cited during facility inspections, with emphasis on Significant Non-Compliance (SNC) items as specified in the DEP contract and pursue resolution of open violations through appropriate corrective action. Documents periodic contacts made to facilities to remind them of unresolved violations, and of the possibility of enforcement action resulting from failure to comply. Reviews records or documentation submitted in response to non-compliance notification to determine whether violations have been resolved.

On notification of completed repairs or other physical corrections, perform re-inspections to verify resolution of violations. Forwards facilities with unresolved SNC violations for enforcement referral to the DEP Southwest District by the 90-day deadline stipulated in the contract.

Performs installation inspections and site visits to verify that new regulated storage tank systems or components are installed in accordance with Ch.  and , F.A.C., including photo documentation, written reports, and correspondence.

Performs closure inspections to verify that regulated storage tank systems and components are removed or closed in place in accordance with Ch.  and , F.A.C., including photo documentation, written reports, and correspondence.
