This is a Full-Time, Non
- Bargaining, Non - Exempt position based on a 40-hour work week with a salary range of $29.3582 - $38.8125. The individual in this position will work in the Electric Utility Building located at 1900 2nd Avenue North, Lake Worth Beach, FL 33460.

JOB SUMMARY:

This exciting role provides an incredible opportunity for a Budget Analyst to learn and gain experience through collaborative exposure working within Electric Utility's (EU) eight divisions. In this full-time position as a key member of the EU Budget Team, the Budget Analyst will interact heavily with the Finance Department. The Budget Analyst will handle highly confidential / sensitive information and attend meetings to discuss and support budget development, preparation, staff changes, and implementation of EU's annual budget process.

The Budget Analyst reports directly to the Budget Manager; all work requires exercising independent judgment within established policies and procedures, respect for leadership, adherence to the organization's hierarchy and reporting lines. This role requires a high level of responsibility, professionalism, confidentiality, positive attitude and mindset, aptitude and willingness for learning and growing to promote positive collaboration; ability to articulate information professionally, while ensuring compliance with the City's guidelines and procedures in conjunction with local, state, and federal regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • The position requires discrete handling of confidential and/or sensitive information and diplomatic skill in explaining budget procedures and obtaining budget data from City personnel.
  • Knowledge of governmental accounting principles, budgeting practices, and financial reporting standards, especially within a municipal environment.
  • Ability to follow directions, manage multiple priorities, meet deadlines, take initiative on independent research projects, and produce quality work under pressure in a fast-paced environment.
  • Perform variance and trend analysis to support continuous improvement of department operations. Reviews data for accuracy, investigates apparent discrepancies in department data or deviations from norms; report findings to Budget Manager.
  • Strong problem-solving skills and attention to detail. Analyzes expenditure data and assists in the preparation of annual budgets, financial and operations trends analysis and budget projections.
  • Assists in the development of the assigned department's monthly budget reporting including elements of revenues and expenses; participates in EU's annual budget preparation and review process by providing data on Utility programs and documentation of budget transfer requests; routine budget monitoring procedures and preparation of budget reports.
  • Maintains and manages data files, and budget data in Naviline, Clear Gov, and shared software programs.
  • Tracks OM Labor and Materials Capitalization on a weekly, bi-weekly, and/or monthly basis.
  • Keeps abreast of new and ongoing issues affecting assigned areas of responsibility by collecting resource materials, attending workshops and conferences, etc.
  • Ability to establish and maintain effective working relationships; work independently and as a team

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Functional knowledge of basic accounting, budgetary methods and techniques, data retrieval analysis using MS Office products. Candidate must be capable of participating in courses/learning contract law basics, City, State and Federal laws governing the purchasing of commodities for the City.

Knowledge of computer technology and use of electronic spreadsheets and word processing using MS Outlook, Word, Excel, MS Project, etc. Ability to analyze detailed data; prepare and present reports and perform analysis of trends.

EDUCATION AND EXPERIENCE:

Bachelor's Degree from an accredited college or university; studies in Accounting, Finance, Business, Mathematics, or Economics required.…
