Transmission & Substation Engineer Manager

City of Lake Worth Beach, FL, US

Salary Range: $ To $ Annually

Full Time, Non-Bargaining, Exempt position

Job Summary

Responsible for reliability improvements to Transmission and Substation equipment/systems for all the Lake Worth Beach Electric Utility. Includes availability improvement program (AIP), root cause analysis, capital project definition, technical lead and engineering design, efficiency monitoring, environmental testing, predictive maintenance, and post request quality check.

Essential Duties and Responsibilities
  • Lead, develop, and manage a team of substation, protection and control, and SCADA resources with a long history of completing complex engineering projects
  • Collaborate closely with the organization’s cross-functional teams
  • Responsible for the day-to-day operations of CLWB Electric Utility’s protection and control, substation physical, and SCADA/settings team: in charge of employee engagement, performance reviews, interviewing/hiring, work quality, budgets and schedules, mentorship and growth, proposal development, and project execution
  • Prepare and review proposals including comprehensive project scopes of work and accurate man-hour estimates
  • Provide technical training and mentorship to junior staff
  • Understand and apply industry standards, applicable state and federal safety codes, regulatory compliance requirements and construction codes to projects
  • Collaborate with internal HR, PMO, and finance teams to align objectives with the city
  • Manage material specifications, contracts, and available stock for system reliability
  • Manage CCNA and other pertinent multi-year contracts in coordination with the city’s purchasing department
  • After hours on-call for transmission, substation, protection, or SCADA issues
  • Additional responsibilities may be assigned as necessary
Knowledge, Skills, and Abilities
  • Experience as a substation/P&C engineer leading projects and performing QC reviews
  • Expertise with staff training/mentorship
  • Strong working relationships with interdependent process owners
  • Effective, innovative optimization of leading performance standards
  • Workflow and operational efficiency
  • Working knowledge of planning, design, construction, and operation of Electric Systems
  • Working knowledge of preventative and predictive maintenance best practices and demonstrated application
  • Demonstrated knowledge of basic electric generating equipment cycles
  • Experience in related trade industry organizations and policy boards or committees
  • Working knowledge of financing, accounting and budgeting
  • Able to work effectively ensuring handoff procedures and measurements
  • Familiar with environmental compliance requirements
  • Experience in process & rotating equipment operation/troubleshooting
  • Technical knowledge of work management/database management systems and data analysis
Education and Experience
  • Bachelor’s degree in engineering or related field preferred
  • Five or more years (7+ is preferable) of successful experience in operations, maintenance, and engineering processes of medium and high voltage substations and applications
  • Professional Engineering registration in Florida preferred (not required)

Employees in this position will be required to complete FEMA Incident Command System (ICS) Certification Levels 100, 200, 700 and 800 within the first six months of employment.
