Summary

Utilities Crew Leader position, under the general supervision of the Utilities Field Supervisor, supervises assigned crew members to perform routine, emergency, and preventive maintenance assignments relating to the operation and maintenance of water distribution systems, wastewater collection systems, and vacuum sewer systems.

Job Duties
  • Supervises and participates in the installation, repair, and preventative maintenance of various facilities within the Utilities Field Division.
  • Issues, assigns, completes, and closes out work orders.
  • Inspects, directs, and oversees the maintenance and repair of assigned equipment and tools.
  • Conducts regular safety meetings with assigned crews.
  • Prepares routine reports, work orders and maintains records.
  • Organizes and assigns daily tasks to crew(s) and reviews the completion of jobs with crews.
  • Organizes and executes long‑term system maintenance schedules including valve exercising and hydrant flushing programs.
  • Coordinates work with other crew leaders to maintain deadlines.
  • Assists in training and ensures safety practices and quality workmanship of assigned crew.
  • Operates light and heavy construction equipment including, but not limited to, vacuum excavators, backhoes, dump trucks, and front‑end loaders.
  • Monitors the shoring of trenches and confined spaces.
  • Plans and monitors the restoration of completed projects, including landscaping and asphalt.
  • Ensures proper maintenance of traffic (MOT) measures are used.
  • Determines and requisitions necessary equipment and materials for job assignments.
  • Performs routine on‑call shifts as assigned.
Minimum Qualifications
  • High School Diploma or G.E.D. and three (3) years of experience in utility maintenance and construction.
  • Florida Department of Environmental Protection Level 3 Water Distribution License or approved certification in Wastewater Collections or Vacuum Sewer Systems.
  • Florida Class B CDL (Commercial Driver License) with airbrakes and tanker endorsements.
  • Intermediate Maintenance of Traffic Certification or ability to obtain within 3 months.
  • Previous supervisory experience preferred.
Knowledge, Skills, and Abilities
  • Stamina to lift heavy articles or perform strenuous work for extended periods of time.
  • Knowledge of utility maintenance, repair, and construction methods.
  • Knowledge of occupational safety and health rules, regulations, practices, and procedures.
  • Knowledge of Utilities policies and procedures.
  • Ability to supervise and evaluate personnel performance.
  • Ability to establish and maintain effective working relationships with employees, officials, and the general public.
  • Ability to communicate effectively orally and in writing.
  • Ability to manage workflow with strong organizational skills.
  • Ability to resolve customer complaints and concerns.
Physical Demands and Environmental Conditions
  • Work frequently involves arms, hands, and feet to walk, stand, reach, bend, squat, stoop, climb ladders, and shovel dirt/sand/rock.
  • May occasionally be required to lift, push, or pull heavy articles (not to exceed 45 pounds without assistance).
  • Work is occasionally performed in confined spaces.
  • Hearing and visual acuity, with or without correction, are required.
  • Work is primarily performed outdoors; exposure to various weather conditions and occasional noise levels.
