Construction Quality Control Manager
The Construction Quality Control Manager provides hands-on leadership, technical quality expertise, and cross-functional coordination on a federal Department of Defense construction project. This role oversees the Contractor Quality Control (CQC) system to ensure all work complies with contract plans, specifications, and applicable codes, while working closely with the Site Superintendent, Project Manager, subcontractors, testing laboratories, Contracting Officer's Representative (COR), and Government quality assurance personnel.
Success in this position requires exceptional attention to detail, disciplined documentation practices, and professional conduct within a military installation environment.
- Develop, implement, and manage the Contractor Quality Control (CQC) system for a federal construction project, ensuring alignment with contract plans, specifications, and applicable codes.
- Serve as the primary Quality Control Manager (QCM) responsible for overall quality control management on multiple federal design‑build (DB) and design‑bid‑build (DBB) construction projects.
- Generate, maintain, and update the project‑specific CQC plan in accordance with USACE, NAVFAC, and other applicable federal requirements.
- Utilize the USACE‑established three phases of control (preparatory, initial, and follow‑up) for all definable features of work, ensuring thorough planning, inspection, and documentation at each phase.
- Review, process, and track project submittals, including shop drawings, product data, and material samples, to confirm compliance with contract requirements.
- Coordinate closely with the Site Superintendent, Project Manager, subcontractors, testing laboratories, COR, and Government QA personnel to resolve quality issues and maintain project standards.
- Conduct regular construction inspections to verify that work is performed in accordance with approved drawings, specifications, and quality requirements.
- Prepare, maintain, and submit detailed quality control documentation and reporting, including inspection reports, test results, deficiency logs, and corrective action records.
- Monitor construction activities such as renovations, new construction, site development, and excavation to ensure adherence to quality, safety, and schedule requirements.
- Support project coordination and construction administration activities, including design development review, preconstruction planning, and quality assurance oversight.
- Promote and enforce quality assurance and quality control (QA/QC) standards across all project teams, identifying potential issues early and implementing corrective measures.
- Build and maintain strong working relationships with clients, employees, managers, and project partners to facilitate effective communication and problem‑solving.
- Collaborate with project management to integrate quality control requirements into schedules, work plans, and resource allocation using project management tools.
- Use project management software (such as RMS, eCMS, Procore, P6, or MS Project) to document quality activities, and track progress
- Bachelor's Degree in Engineering or Construction Management, or 20 years of related work experience in construction or a closely related field.
- Minimum of 5 or more years of full‑time experience serving as a Quality Control Manager (QCM) on construction projects.
- Construction Quality Management for Contractors certification.
- USACE Construction Quality Management (CQM) certification with experience on Department of Defense, NAVFAC, or USACE projects.
- Comprehensive knowledge of general construction practices, including renovations, new construction, site development, and excavation.
- Proficiency in project management software such as RMS, eCMS, Procore, Primavera P6, and Microsoft Project.
- Ability to obtain and maintain DISCO Secret Clearance or higher level, if required, and to obtain access to military installations.
- Strong relationship‑building skills with clients, employees, managers, and project partners.
- Familiarity with the Microsoft Suite of products (e.g., Word, Excel, Outlook, PowerPoint).
