Position: Construction Project Manager (Heavy Civil/Highway)

Overview

Mas Tec Civil is hiring an experienced Construction Project Manager for heavy civil highway work in the Central FL area.

The Construction Project Manager bears the full responsibility to oversee that the construction is performed according to specification, in the most efficient manner according to schedule and under budget. The Project Manager is expected to follow all project related procedures and company policy. The following procedures and guidelines have been established to facilitate the process.

Mas Tec's Clean Energy and Infrastructure Group (CE&I) is a $4 billion annual revenue business unit providing construction services for industrial facilities, solar, wind, and thermal energy plants, buildings, and infrastructure.

Responsibilities
  • Planning and Scheduling: Thoroughly study the project, discuss plans and schedules with the Division Personnel and Management. Assess needs including personnel, equipment, materials, and feasible time frames. Determine the best course of action and continuously plan for improvements. Responsibility items include:
    Field Office Site Plan, Trailers, Permits and Fees, Establishing Utilities, Employee Parking, Temp. Roads, Lay Down Areas, Tool Cribs, Insurance & Bonds, Safety & First Aid.
  • Project Coordination: Act as the Company's top representative at the project. Attend progress meetings with Owner/Engineer and ensure timely submission of required documents. Conduct internal scheduling meetings with Superintendents, Foremen, and Subcontractors to coordinate work areas, labor, equipment, material, and survey needs. Conduct Pre-Activity Meetings prior to significant work to discuss responsibilities, means & methods, MOT requirements, safety, and quality control.
  • Personnel Selection: Coordinate staffing with HR. As head of the field office, ensure company policies are enforced.
  • Engineering Staff: Supervise the Project Engineer and other engineering staff. Coordinate with the Project Engineer on hiring outside Specialty Engineers as needed. Serve as a mentor to engineers on the project.
  • Contract Documents: Familiarize yourself with contract, specifications, plans, addendums, revisions, permits, and utility relocation schedules. Identify payment requirements and potential claims.
  • Project Invoices and Costs: Review and approve all invoices, subcontractor payments, and timesheets. Study cost reports and note variances from estimates.
  • Cost Control: Manage the project budget, discuss variances with the Estimator, understand pay item estimates, and communicate to supervisors. Implement cost-effective procedures, avoid unplanned cost increases (e.g., accidents, equipment abuse), document change orders and claims, and provide monthly status and cost reports reflecting field performance with accurate quantities and projections.
  • Subcontractor/Vendor Management: Negotiate with subcontractors and vendors. Ensure timely payment and manage claims, change orders, and disputes.
  • Documentation: Ensure required documentation from project team (daily reports, accident reports, T&M sheets, etc.). Maintain a detailed daily diary. File project photos and meeting minutes, and notify the client if records are inaccurate or incomplete.
  • Public Relations: Act as the project’s top official and conduct negotiations in early stages. Maintain professional integrity and conduct in dealings with peers and the business community.
  • Safety: Ensure compliance with company and OSHA safety regulations. Coordinate with the Safety Manager to maintain safety policies on the project.
  • Leadership: This is the top project-level management position with Mas Tec Civil, requiring leadership, reliability, and collaboration with the project team and policies.
Qualifications
  • Education: Bachelor's degree in Civil Engineering or Construction Management.
  • Experience: Minimum five years in the heavy construction industry with bridge, roadwork, and DOT experience.
  • Certification: PMP Certification preferred.
  • Knowledge/Skills/Abilities: Understanding of construction means and methods in heavy construction; strong leadership and project management skills; experience leading multi-disciplined teams; ability to direct subcontractors to achieve project goals; computer proficiency (Microsoft Excel, Word, Outlook; project scheduling - Primavera P6 at minimum); ability to maintain onsite project documentation; ability to schedule and coordinate site work; well organized and detail-oriented; ability to multitask across multiple sites;
