Exciting new opportunity to lead Organizational and Employee development.
As a member of the Human Resources Division, the Human Resources Specialist – Organizational & Employee Development plays a key role in strengthening the City’s culture, talent, and organizational effectiveness. As a member of the Human Resources Division, this position leads the design and delivery of city-wide learning, employee development, and training strategies; and contributes to core HR operations.
This role partners closely across departments to build an engaging, inclusive, and growth‑oriented workplace. The position also involves other human resources projects and activities.
Hiring Range - $$78,097 - $89,812
Full Salary Range - $78,097 - $113,242
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Organizational & Employee Development
- Designs, researches, and delivers a comprehensive organizational learning and development strategy, including assessing training needs and creating learning pathways.
- Manages the implementation and ongoing administration of learning management systems, ensuring accurate training records and accessible learning content.
- Leads the development and maintenance of training matrices for City positions, aligning required and recommended trainings with skills, roles, and career progression.
- Develops and leads programming for key employee groups and initiatives, including:
- New employee onboarding and orientation events
- New supervisor training
- Mid‑career and management development
- Annual all‑employee training
- “Woodbury Learns” and other City‑wide learning initiatives
- Employee offboarding
- Coordinates contracting and collaboration with external training and development providers.
- Creates organizational learning videos in partnership with True Lens.
- Facilitates internal training sessions on general subjects and coordinates external or internal subject‑matter experts when needed.
- Actively pursues networking and learning opportunities to stay current with emerging issues in the field of organizational development and adult learning.
Mentorship, Performance, and Engagement Programs
- Coordinates and supports the City’s employee mentorship program, including program development, participant matching, communication, and tracking outcomes.
- Supports ongoing administration, communication, and training related to the performance evaluation system, helping ensure consistency, understanding, and meaningful employee development.
- Partners with leaders and committees to strengthen organizational culture, reinforcing values, recognition, communication, and engagement across departments.
- Supports supervisor training initiatives and implements the City educational reimbursement programs.
Human Resources Operations
- Supports and performs a variety of professional HR activities and special projects.
- Assists with full‑cycle recruitment, as needed.
- Assists with employee committees.
- Special projects as assigned by HR Manager.
- Prepares communications, reports, correspondence, and documentation as needed.

MINIMUM QUALIFICATIONS:
Associate’s degree in related field and three years’ experience with employee development, training and organizational development or Bachelor’s degree and two years of experience with employee development, training and organizational development.
Experience with learning management systems and virtual learning platforms.
Knowledge of adult learning principles, instructional design and change management frameworks
