Senior Director-Rates & Regulatory Affairs (Finance) JOB DESCRIPTION

Managing the Company's regulatory strategy as it relates to rates, cost of service analysis, and the development of competitive regulatory services.

Primary Purpose

Managing the Company's regulatory strategy as it relates to rates, cost of service analysis, and the development of competitive regulatory services.

Education
  • BA/BS degree in Accounting/Economics/Finance/Mathematics.
Experience / Specific Knowledge
  • Director: 5-10 years direct work experience and a minimum of 5 years of regulatory experience at the manager level.
  • Senior Director: 10-15 years direct work experience and 5-10 years of regulatory experience at the manager/director level.
  • Strong analytical skills and logical thought processes, with the ability to identify and resolve simple to complex regulatory and compliance-related issues and to create new and competitive regulatory services.
  • Advanced proficiency level in MS Office applications that may include but are not limited to Excel, Word, Access, PowerPoint, and Outlook.
Certifications, Licenses, and Registrations
  • Must possess and maintain a valid driver's license and a driving record satisfactory to the company and its insurers (for travel).

  • Must consistently display and utilize well-developed written and verbal communication skills.
  • Ability to work cooperatively and effectively with others and maintain confidentiality when appropriate.
  • Ability to identify, understand, and meet/exceed expectations in an employee/employer relationship.
  • Ability to perform the required and expected duties with minimal direct supervision.
  • Must be able to perform all essential and marginal functions of the job.

  • Job level commensurate with experience and skill sets; position will be filled depending on qualifications, experience and skill sets of the successful candidate.
Physical Demands
  • Must be able to sit for prolonged periods of time.
  • The employee is regularly required to use hands to type, finger, handle, or feel. The employee is frequently required to stand and reach with hands and arms. The employee is occasionally required to walk and climb or balance. The employee must regularly lift and /or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
Working Conditions
  • Ability to work within a team and function as back-up to other employees' responsibilities within the Regulatory department.
  • May be required to work non-traditional hours and occasional overtime.
  • Occasional but infrequent travel may be required, including overnight and/or weekend travel.
  • Required to carry a cell phone and be available to respond during working and non-working hours.
  • The successful candidate will be required to clear a drug screen and a complete background check, including credit report for certain positions, after an offer has been extended and prior to being employed.
Supervisory Responsibility
  • Supervises a team of regulatory analysts and managers that is responsible for the coordination of rate and regulatory filings.
PREFERRED EDUCATION, EXPERIENCE, CERTIFICATIONS, COMPETENCIES, SKILLS, & ABILITIES
  • Graduate degree in Accounting/Economics/Finance/Mathematics preferred.
  • Experience with in a regulatory agency, regulated utility, or regulated pipeline.
  • Wholesale energy industry experience (natural gas, oil, products, or power).
  • Knowledge of oil pipelines.
  • Knowledge of FERC Uniform System of Accounts.
  • Experience with mainframe financial/accounting systems helpful.
Compensation
  • The annual salary range for this position will be $175,000-$250,000/yr.
