Job Overview

The Colorado State Patrol’s (CSP) Policy and Research (PAR) unit provides administrative policy and research services to the agency’s members and CSP Command Staff. The unit maintains agency‑wide forms, reports, manuals, operational bulletins and other administrative assignments to meet the needs of the Staff Services Branch, satisfy CALEA accreditation requirements, and align with best practices in modern policing. All documents delivered by the PAR unit must be prepared and provided in a timely, accurate, thorough, professional, and well‑written manner.

Key Responsibilities
  • Research and author written directives on a variety of topics that affect the organization.
  • Ensure written directives and processes are CALEA compliant, align with current law enforcement best practices, and meet current legislative mandates and state and federal regulations.
  • Partner with internal stakeholders to present a unified message regarding tactical and strategic directives and initiatives.
  • Manage time effectively and work independently while collaborating with a team on multiple assignments and high‑priority deliverables.
  • Review current written directives to prevent conflicts.
  • Write clear and concise written directives, guidelines and rules for agency activities.
  • Develop and modify existing policies and guidelines to adhere to accreditation standards, current best practices and law enforcement standards.
  • Present information orally and/or in professional written products such as whitepapers, briefing documents and research papers.
  • Proofread and edit documents, presentation materials and other agency written directives.
  • Ensure alignment of written directives with agency strategic direction and goals and modern policing.
  • Participate in meetings, work groups or committees to conduct and report on research and development.
Minimum Qualifications

Six years of progressively responsible experience in interpreting laws, regulations, or policy frameworks in policy analysis, program evaluation, legislative analysis, public safety or law enforcement related work; or a combination of related education and progressively responsible experience equal to six (6) years. If education is substituted for work experience, an unofficial transcript of the relevant education must be provided with your application.

Preferred Qualifications
  • Technical writing, research and/or policy writing experience.
  • Experience working in a public safety environment (law enforcement, emergency management, or related fields).
  • Experience working in state or local government.
  • Knowledge of legislative processes and regulatory development.
  • Ability to analyze complex issues and communicate recommendations to executive audiences.
  • Experience authoring written directives, guidelines and/or rules.
  • Knowledge of law enforcement best practices, standards and compliance.
  • Experience with Google Workspace and Microsoft Office software.
  • Experience with writing and understanding white papers.
Conditions of Employment
  • Must be Colorado resident at the time of application.
  • Current valid driver’s license at time of hire, with a Colorado‑issued license required within six months of hire.
  • Requires successful completion of a background investigation that includes a polygraph exam, driving history check, fingerprint‑based criminal history search and drug testing.
