OverviewDesignated as the Infrastructure Protection Analyst in the Colorado Information Analysis Center (CIAC), Division of Homeland Security and Emergency Management (DHSEM). The Analyst provides advanced data management, GIS operations, and real‑time analytics to enhance the State of Colorado’s situational awareness and critical infrastructure resilience before, during, and after disasters or major incidents.
Responsibilities- Apply technical tradecraft, analytical judgment, and geospatial expertise to assess and protect critical infrastructure sectors defined by the U.S. Department of Homeland Security.
- Collect, verify, and manage data from multiple public and private sources; maintain the integrity of datasets within the Critical Infrastructure Reporting Tool (CIRT) and ESRI ArcGIS platforms.
- Perform complex spatial analyses to evaluate vulnerabilities, interdependencies, and potential cascading impacts across lifeline sectors.
- Integrate real‑time data streams (e.g., Dataminr alerts, threat reports, field intelligence) into GIS models and dashboards to support threat detection, analysis, and dissemination.
- Prepare and present finished intelligence products—including maps, dashboards, and assessments—to leadership and partners to inform decision‑making and support prevention, protection, and mitigation activities statewide.
- Develop and deliver training and outreach to sector stakeholders on identifying vulnerabilities and implementing protective measures.
- Collaborate with private, local, state, tribal, and federal partners to strengthen data‑sharing relationships and ensure alignment with the Whole‑of‑State Critical Infrastructure Protection Program.
- Provide daily and emergency GIS support to the CIAC Watch Center, SEOC, and other CDPS divisions as needed.
- Serve as on‑call infrastructure assistant to support real‑time incident and event response operations, including rapid analysis of potential impacts from natural disasters, cyber events, or intentional acts.
- Communicate findings through reports, briefings, and presentations to a diverse audience, including executive leadership and technical stakeholders.
Minimum Qualifications (Education and Experience)
- Three (3) years of professional GIS experience supporting complex criminal cases, emergency operations, fusion center environments, or collaboration with local, state, and federal partners on geospatial and digital imagery products.
- Intelligence analysis experience within a public safety, homeland security, or critical infrastructure environment, including critical infrastructure assessment experience.
- Or a combination of related education and at least three (3) years of relevant experience.
- Experience applying ESRI tools (ArcGIS Pro, ArcGIS Online/Enterprise) for complex spatial modeling, network analysis, and visualization of critical infrastructure interdependencies.
- Advanced analytical tradecraft in mapping cross‑sector interdependencies and cascading effects; producing vulnerability assessments and strategic advisories.
- Integration and monitoring of real‑time data feeds into live GIS dashboards and Common Operating Pictures (COP).
- Managing geospatial data‑sharing agreements, developing QC procedures, ensuring data integrity and security for sensitive datasets.
- Specific experience with the 16 DHS‑defined critical infrastructure sectors, especially lifeline sectors (energy, water, communications, transportation).
