Job Description

The IT Project Manager II manages the design and delivery of complex application and IT infrastructure solutions. Typical projects are between $1 million and $3 million dollars in total capital and span from 9-24 months.

Primary Purpose

This position manages and oversees all aspects of a technology project to ensure it is completed on‑time and within budget. It has overall responsibility for managing scope, cost, schedule, internal staffing and outside vendors, and contractual deliverables. The manager prepares reports for upper management regarding status of the project and possesses strong knowledge of technology.

Responsibilities
  • Plan, control and execute project requirements to ensure business objectives are met.
  • Work with IT managers to staff projects.
  • Mentor IT staff to improve their project management skills.
  • Define and communicate roles for project team members (functional‑technical).
  • Establish project budget, track spend and communicate current and project burn rates.
  • Work with internal customers and technical resources to develop project plans, detailing work breakdown structures and critical path.
  • Develop project briefs and scoping documents.
  • Ensure that requirements remain within defined scope.
  • Perform risk management planning, risk identification and mitigation.
  • Manage internal customer and external supplier deliverables.
  • Develop communication strategies and lead communications with key stakeholders.
  • Document and drive issues through resolution, escalating as necessary.
  • Operate in a highly matrixed organization spanning many locations.
  • Manage complex process and organizational change.
  • Deal with a wide variety of people with tact, courtesy and professionalism.
  • Communicate clearly, both in person and by telephone, with high verbal skills and careful listening.
  • Maintain reliable attendance and high performance.
  • Work non‑traditional hours as needed.
  • Maintain a high regard for personal safety, company assets, employees and the public.
  • Perform other daily, weekly, monthly or special project duties as identified.

Education
  • Bachelor’s degree from an accredited institution.
Qualifications
  • Minimum of four years of project management experience and four years of direct IT work experience.
  • Deep experience managing projects through the Software Development Life Cycle (SDLC).
  • Moderate proficiency providing IT support, applications, network or server administration.
  • Moderate proficiency with software and security architectures.
  • Experience communicating business and technical issues to both technical and non‑technical audiences.
  • Experience working on multiple assignments simultaneously with relative prioritization.
  • Advanced proficiency in MS Office applications (Excel, Word, Project, Access, PowerPoint, Outlook).
Certifications, Licenses & Registrations
  • Valid driver’s license and satisfactory driving record.
  • Project Management certification (PMP, PgMP) required.

  • Analytical thinker leveraging functional and technical knowledge for problem resolution.
  • Excellent organizational, time‑management and communication skills.
  • Ability to drive Executive‑level Steering Committee discussions on trade‑off decisions, resource constraints, budgeting, etc.
  • Ability to work well individually with minimal supervision and in a team environment.
  • Ability to multitask effectively and meet deadlines.
  • Good interpersonal skills; communicate systems requirements verbally and in writing.
  • Perform all essential and marginal functions of the job.
  • Follow work rules and maintain focus on detail.
  • Organize and prioritize daily work.
Physical Demands
  • Minimal safety hazards; general office conditions.
  • Ability to sit for prolonged periods.
  • Frequent use of hands, talking, hearing, standing, reaching, walking, climbing or balancing.
  • Regular lift of up to 10 pounds; occasional lift of up to 25 pounds.
Working Conditions
  • Carry a cell phone and be available during working and non‑working hours.
  • Clear drug screen and complete background check, including credit report when required, after offer.
Supervisory Responsibility
