Position: HR, Authorizations, & Billing Support Specialist

Essential Duties and Responsibilities

1. HR Compliance & Legal Oversight

In coordination with the Recruitment Team:

  • Oversee the compliance aspects of onboarding for family-hired employees:
    Ensure adherence to federal and state labor laws, ACA requirements, and agency HR policies
  • Provide guidance to staff regarding:
    Payroll and earnings questions;
    Tax deductions and W-4 related inquiries; ACA benefit offer eligibility and compliance
  • Ensure workers’ compensation processes are properly handled
  • Maintain legally compliant personnel records and documentation systems

* Note:

Recruitment issues HR packages and coordinates provider onboarding; this role ensures legal compliance, policy adherence, and staff clarity.

In collaboration with the Billing, Payroll & Authorizations Specialist:

  • Maintain oversight of service authorizations and approved units
  • Monitor utilization to proactively prevent overages and billing discrepancies
  • Ensure documentation aligns with DDD requirements and payer standards
  • Strengthen tracking systems to ensure clean reporting and compliance
  • Identify discrepancies before submission and elevate appropriately

In collaboration with the Billing/Payroll Specialist:

  • Review timesheets and service documentation for accuracy and compliance
  • Oversee payroll accuracy and ensure timely compensation
  • Maintain billing integrity based on authorized services
  • Respond professionally to payroll and billing inquiries
  • Reconcile all incoming payments to ensure funds are received for all billed services
  • Maintain a collections rate of 98% or higher through proactive monitoring and follow-up
  • Support audit readiness through clean documentation
4. Family-Hired DSP Engagement & Compliance

In collaboration with the Family Hired Support Specialist:

  • Provide structured engagement and support to family-hired DSPs
  • Ensure Family-Hired DSPs understand documentation expectations and DDD compliance standards
  • Monitor note quality and reinforce proper reporting requirements
  • Support satisfaction and retention through proactive communication
  • Escalate concerns or compliance risks when identified

This role ensures family-hired DSPs are not only paid accurately but are properly supported and aligned with regulatory expectations.

Process and pay company bills in an organized and timely manner

  • Coordinate closely with the bookkeeper and accountant
  • Maintain clean financial documentation and structured reporting systems
  • Support leadership with organized financial and operational tracking
6. Operational Accountability
  • Maintain high standards of accuracy, responsiveness, and follow-through
  • Ensure systems are structured and scalable
  • Support leadership with organized reporting and compliance oversight
  • Identify inefficiencies and recommend workflow improvements

While empowered to propose optimizations, any workflow, financial, compliance, or structural changes must be supported by and discussed with senior leadership, including the Director of Operations, CEO, Billing/Payroll/Family Hired Specialists and other designated senior or subject-matter specialists prior to implementation.

Qualifications
  • 1–5 years of experience in HR, healthcare administration, payroll, billing, or related operational roles
  • Working knowledge of labor law compliance and ACA requirements
  • Experience managing payroll, authorizations, or billing processes
  • Strong organizational and multitasking skills
  • High level of financial accuracy and attention to detail
  • Professional written and verbal communication skills
  • Ability to manage multiple priorities without loss of precision
  • Experience in DDD, healthcare, or regulated environments preferred
