About the Positions
We’re seeking Risk Managers to support large, complex heavy civil infrastructure programs, including highways, roads, bridges, transit (bus and rail), aviation (international airports), and water/wastewater projects delivered through both traditional and alternative delivery methods. You’ll run risk management on your assigned program, keep the risk register honest, quantify the cost and schedule exposure actually being carried, and set contingency positions that hold up in front of funding agencies, oversight bodies, and a board.
Most of the people who do this work well came up through scheduling, estimating, or construction management, so depth in one of those matters more here than a general risk background.

may include, but are not limited to, the following:
- Develop and maintain the program’s risk management plan, process, and governance framework, and keep them aligned with contract requirements and funding agency standards.
- Facilitate risk identification and assessment workshops with program staff, designers, and contractors, and keep the program risk register current with ranked threats and opportunities.
- Quantify cost and schedule exposure through Monte Carlo or comparable simulation, and convert the results into contingency recommendations tied to a stated confidence level.
- Analyze the baseline schedule and monthly updates for logic, calendar, and float integrity, and evaluate whether the schedule carries the exposure the risk register says it does.
- Track mitigation actions to closure, hold action owners to their committed dates, and expedite where mitigation has stalled.
- Evaluate change proposals, delay claims, and time impact analyses for program exposure, and support the program’s negotiating position with quantified cost and schedule findings.
- Review risk allocation in procurement and contract documents, and recommend terms that place each risk with the party best able to carry it.
- Reconcile the risk position against cost forecasts, schedule updates, and change logs so risk drivers trace to specific time and cost outcomes, and report exposure through dashboards and written briefs.
- Coordinate risk across third-party interfaces, including utility owners, railroads, and adjacent contracts, and on active facilities that have to keep operating through construction.
- Prepare the risk and contingency sections of funding submittals, board packages, and independent oversight reviews, and defend the assumptions behind them.
- Calibrate models against actual program outcomes, benchmark contingency draw against comparable programs, and improve the risk process as the program produces lessons.

- Bachelor’s degree in civil engineering, construction management, construction engineering, or engineering management, or related field, or equivalent combination of education and experience.
- 10+ years of risk management experience for large (>$500M), complex, heavy-civil infrastructure projects.
